Welcome to Funding news! This newsletter is produced for WCVA e-members who have signed up to receive information about funding and replaces the previously successful e-Xtra. Funding news will continue to provide information on funding opportunities and much, much more.

Funding news is produced by WCVA’s Sustainable funding team. This is a new resource funded by the Big Lottery Fund that has been developed to meet the needs of organisations wishing to adopt a sustainable funding approach and are looking for funding, ranging from grants, loan finance and payroll giving through to trading, procurement or public service delivery. We aim to bring you all the latest news on funding issues affecting the third sector and signpost you to information sources, training and events.

Charitable trusts

Comic Relief Young Carers grants programme
Grants, distributed on behalf of Comic Relief by The Princess Royal Trust for Carers, are available to voluntary sector services for young carers under the age of 21. Grants of up to £70,000 over three years are available to registered charities and registered charitable organisations throughout the UK. The grant programme is operating a two-stage application process. The deadline for submitting an expression of interest for Stage 1 is 14 December 2007. Applicants are advised to access a regional and online training programme before submitting an application.

Harvest Trust – holidays for children
The Trust has developed a unique and effective holiday experience for children aged eight to 11 in England and Wales, in real need of a break. The Trust offers week-long holidays taking place between April and September, for children who are withdrawn and with low self-esteem through issues such as: low family income; neglect; violence; and caring for a sick parent. The programme is open to schools, community and childcare organisations. Application forms are now available for the 2008 holiday season. The deadline for receipt of applications is 31 January 2008.

Joanies Trust
Grants are available to registered charities in the UK that support and involve young people aged 11 to 25 through community projects. There is an emphasis on projects that promote preventative work and diversionary activities. This includes the use of art forms for therapeutic value, and specifically those that are designed to lead to individual development through integration, work opportunities or accreditation. The average size of grant is £1,000, which can be used for project, core and capital costs. The deadline for applications is 31 December 2007.

Lottery

Important closing date for Make it Happen
Make it Happen, the Big Lottery Fund grant programme which awards grants of between £500 and £5,000 for an activity or project working with 10-19 year olds will be winding down over the next few months.

You can download application forms from www.biglotteryfund.org.uk or request a hard copy form by ringing 0845 4 10 20 30 until the closing date of 31 January 2008 when the forms will be withdrawn from circulation. All forms received by the closing date of 31 January 2008 will be assessed and applicants will hear the result of their application within three months.

You can download or request as many forms as you want, but remember to send them back to Big Lottery Fund before the deadline.

Breathing Places
The Big Lottery Fund is offering grants of between £1,000 and £10,000 to inspire communities to get involved in transforming their local environment and creating and caring for local green spaces that are good for wildlife and good for people. The Breathing Places programme is a UK wide small grants programme developed in partnership with the BBC. It complements the BBC’s Breathing Places campaign by giving funding to small groups. A breathing place is a green space that benefits wildlife and the local community. It may be local woodland, roadsides, parks, local nature reserves or wildlife areas, ponds, green corridors and wildflower meadows. The closing date for applications is 18 January 2008.

HLF Landscape Partnerships
Support is available for partnerships of local, regional and national interests, which aim to conserve landscape areas of distinct local character. Priority for support are schemes which provide long-term social, economic and environmental benefits for rural areas by: conserving or restoring the built and natural features that create the historic character of the landscape; conserving and celebrating the cultural associations and activities of the landscape area; encouraging more people to access, learn about, become involved in and make decisions on their landscape heritage; improving understanding of local craft and other skills by providing training opportunities. The scheme is changing in 2008. Applications may be made with the current application pack for one further round, the deadline for which is 31 March 2008. New application and guidance material will be available from 1 April 2008.

Wales enters the third dimension
The Welsh Assembly held a debate on 'The Third Dimension - A Strategic Action Plan for the Voluntary Sector Scheme' (Tuesday 13 November). The Scheme ‘places the voluntary sector on an equal footing with local government and the business sector in Wales as formal partners of the Assembly’. CSR 'starting to lose its add-on tag'
Companies have started to implement their corporate responsibility strategies throughout their operations, rather than seeing them as a separate add-on or sales promotion, according to Business in the Community. ‘Businesses are realising that, because of the rising tide of consumer expectation and general stakeholder expectations, it’s very important to make internal strategies more public and market them,’ said Sue Adkins, the charity’s director, at the 27th International Fundraising Congress in Amsterdam.

European

NEW Partner Search Database Launched!
A new Partner Search Database (PSD) for the Leonardo, Grundtvig (adult education) and Transversal (study visits for education specialists) aspects of the Lifelong Learning Programme (LLP) has just been launched.

It is for promoters and potential applicants who are considering applying for LLP funding, and is open to any organisation from the 31 countries participating in the Programme.

The PSD has been redesigned to be of greater benefit to everyone registering and searching for partners. As the PSD has been designed to collect specific information and have improved search options we are requesting all old and new promoters/applicants to register their details.

2008 call deadlines
The submission deadlines for the 2008 Call for Leonardo are:

  • Leonardo Mobility 8 February 2008
  • Leonardo Transfer of Innovation 14 March 2008
  • Leonardo Partnerships 15 February 2008

The 2nd community action programme in the field of health 2008-2013
The Second Programme of Community Action in the Field of Health 2008-2013 will come into force from 1 January 2008. This follows the first Programme of Community action in the field of public health (2003-2008) which financed over 300 projects and other actions.

The financial envelope for the programme is EUR 321 500 000. The objectives are: to improve citizens' health security: developing EU and Member States’ capacity to respond to health threats, for example with health emergency planning and preparedness measures; actions related to patient safety, injuries and accidents, risk assessment and community legislation on blood, tissues and cells. To promote health, including the reduction of health inequalities: action on health determinants – such as nutrition, alcohol, tobacco and drug consumption, as well as social and environmental determinants; measures on the prevention of major diseases and reducing health inequalities across the EU; increasing healthy life years and promoting healthy ageing. To provide health information and knowledge: action on health indicators and ways of disseminating information to citizens; focus on community added-value action to exchange knowledge in areas such as gender issues, children’s health or rare diseases.

The Health Programme 2008-2013 is intended to complement, support and add value to the policies of the Member States and contribute to increased solidarity and prosperity in the European Union by protecting and promoting human health and safety and by improving public health. Under the new Programme, participation and consultation with stakeholders will be promoted.

Awards

Awards for food action locally
The Awards for Food Action Locally (AFAL) scheme run by the Food Standards Agency Wales is inviting applications for the 2008 awards, which aim to recognise those whose work seeks to improve the diet of their local community in Wales. This covers all sectors including community and voluntary workers, those in education, caterers, retailers, food producers and local authorities and health boards. Each of the five winners will receive £2,000 for investment into their healthy eating initiative, an engraved prize and a certificate with a further five runners up receiving £1,000, as well as the engraved prize and a certificate. Finalists will also be invited to make a presentation about their activities at the Nutrition Strategy conferences in 2008. The closing date for nominations is 7 December 2007. Sustainable Funding Cymru

Sustainable Funding Cymru offers practical help and support to voluntary and community organisations in Wales with an interest in developing a sustainable funding approach. This is to be achieved by offering a combination of specialist training, advice, support and information services.

Working in partnership with county voluntary councils (CVCs) and other umbrella bodies, the initiative will equip organisations with the skills and information to secure and maintain the resources they require in the long-term through diversifying their funding ‘mix’.

What will Sustainable Funding Cymru deliver?

  • A dedicated website (www.sustainablefundingcymru.org.uk) to access comprehensive information on the various sustainable funding methodologies, guidance, case studies, source of further help and other resources, tailored to Wales.
  • Participate in a modular sustainable funding training programme, directly delivered by WCVA and cascaded through the CVCs and other umbrella organisations. Providing delegates with an understanding of each methodology and how it can be implemented.
  • Access to advice and development support for around 30 organisations that have attended training courses. Be able to put into practice sustainable funding strategies for their own organisations.

Planning

Funding and costing guide
Voluntary and community organisations are not implementing full cost recovery due to their lack of understanding of how to plan for workforce and governance development, according to new research from the UK Workforce and Governance Hubs. Even the few organisations that do invest in their staff and trustees are not recovering the full costs, the research found. The two hubs have produced a resource that aims to help organisations think through how they currently cost their workforce and governance development so that they can better plan, budget and fundraise for these areas in the future. Funding and costing workforce and governance development – a resource for the voluntary and community sector is available from the UK Workforce Hub website.

Value toolkit for churches
The Churches Community Value Toolkit, developed by the Church Urban Fund and others, is a way for churches to show what they contribute to their community in terms of outputs and outcomes.

A senior research analyst for New Philanthropy Capital, a charity that provides tailored research and advice on effective giving, provides ideas on how voluntary organisations can measure and analyse their results. Click here for further information.

Giving and public fundraising

Regulator may need a special licensing division
The licensing of public fundraising collections may need to be managed by a new division of the Charity Commission, Andrew Hind, chief executive of the regulator, has suggested. Under the Charities Act 2006, all public collections for charitable or benevolent purposes in public places will require a licence, and the commission has been given the licensing job. ‘It may be that we need some kind of semi-autonomous division of the commission to undertake it, because it will be a different relationship when applying for licences than that charities have with the regulator,’ Hind said. Provisions for licensing are due to come into force by 2009. (Source: Third Sector)

Fundraising rules will not come into force until April
The Office of the Third Sector is to move back to April 2008 the implementation date of fundraising provisions of the Charities Act. The move comes after warnings from the sector that the original deadline would put many charities at risk of breaching the law. Under the act, commercial fundraising agents collecting on behalf of charities will have to state how much they will be paid for the appeal and explain which organisations will benefit. The provision was due to come into force on 1 January next year. (Source: Third Sector)

Loan finance

Bank offers loan to cover for delayed grants
Unity Trust Bank has launched a new short-term bridging loan for organisations that are waiting to receive grant funding. The bank said it recognised that many voluntary organisations relied on grant funding but often had no control over when the cheques arrived.

’Our experience is that many organisations face delays in receiving funding after they have secured it,’ said Mark Davies, head of charities at the bank. ‘Nevertheless, they still have staff to pay and bills to meet. Not having quick access to the necessary funds can be extremely worrying and affects their ability to operate effectively.’ He said the loan would generally be offered for a maximum of three months but could be extended in exceptional cases. He said it could also be cancelled if the grant was received earlier than expected.

Social Enterprise Day 2007
Social Enterprise Day took place on 15 November, with a number of announcements from central government in England.

  • The government's Business Link agency produced a guide which ‘aims to explain the reasons why you might consider setting up a social enterprise and the benefits of doing so’.
  • A resource pack from Department of Health signposting support and guidance on setting up a social enterprise in the health and social care sector.
  • Five think pieces commissioned by the Office of the Third Sector last year were published. They include 'Social enterprise and social innovation: strategies for the next ten years', 'What is the future of social enterprise in ethical markets?'

Strengthening social enterprise in Wales
The Welsh Assembly Government will accelerate the growth of the social enterprise sector in Wales, Deputy Minister for Regeneration Leighton Andrews said in a speech to mark Social Enterprise Day (Thursday 15 November). The Deputy Minister said that the Assembly Government is committed to strengthening the framework of financial and asset related support available to new and expanding social enterprises. He said ‘we need to consider how we can make it easier for public assets to be transferred to communities and social enterprises’ and added that ‘the Welsh Assembly Government would review and update its own Social Enterprise strategy which was launched in 2005. Social enterprise kitemark set to boost sector
RISE, the umbrella body for social enterprise in the south west of England, is to pilot a social enterprise kitemark that will help consumers identify whether goods or services they are buying are produced by a business that exists for a social purpose. The Social Enterprise Mark is a logo that social enterprises can apply to use, in a similar vein to the Fairtrade mark or the Soil Association’s Organic Standard. The administration of the scheme will be funded by a £468,121 grant from the Big Lottery Fund’s Basis programme and additional sponsorship funding from the Co-operative Group and Triodos Bank. RISE is taking on three staff to administer the scheme. It will be piloted in the south west for three years, and the plan is that the Social Enterprise Coalition will work with its members to roll it out nationally beyond that.

Funding boost for transport enterprises
Social financier Big Issue Invest has launched a joint initiative with the Community Transport Association to help expanding community transport enterprises. The partnership will create a new fund to help transport groups buy their own vehicles once they have secured government contracts. The fund will be able to provide finance in the form of loans or support for leasing office space. No exact figure has been set, but Big Issue Invest said that it would provide as much finance as is needed to meet demand from community organisations.

Procurement and public service delivery

Public prefer services delivered by social enterprises
Nearly two-thirds of the British public would prefer their local services to be delivered by social enterprises, according to a YouGov poll carried out for umbrella organisation the Social Enterprise Coalition to coincide with Social Enterprise Day (15 November 2007).

Out of the representative sample of 2,287 adults, 64 per cent said they would choose a ‘business that reinvests its profits for the benefit of the community’ to run their local healthcare, rubbish and transport services as efficiently as possible, assuming the cost would remain unchanged. Only 5 per cent said they would choose a ‘traditional charity’, whereas 11 per cent would prefer a Government institution and 9 per cent a ‘business that generates profit for owners and shareholders’.

Jonathan Bland, chief executive of the Social Enterprise Coalition, said social enterprises were the logical choice to deliver public services because they combine a public sector ethos with commercial efficiency. (Source: Third Sector)

Asset based development

Assets bank policy fears
The Government's decision not to legislate to make banks surrender their dormant funds will result in less money being released for community projects, financial experts have warned. In its response to the House of Commons Treasury Committee report on unclaimed assets, the Government said that introducing reserve powers to establish a compulsory scheme would ‘not be a good use of Parliament's time’. Instead, ministers said financial services organisations should manage the release of funds voluntarily. However, Peter Graham, client services director at accountancy firm Grant Thornton, said ‘A voluntary system will not raise as much money as a compulsory system’. (Source: Third Sector)

Mae’r rhaglen Llefydd i Natur yn rhaglen grantiau bach sy’n cael ei gweithredu ledled y DU ac sydd wedi ei datblygu mewn partneriaeth â’r BBC. Mae’n ategu at ymgyrch Llefydd i Natur y BBC drwy roi arian i grwpiau bach. Mae Lle i Natur yn fan gwyrdd sydd o fudd i fywyd gwyllt a’r gymuned leol. Gall fod yn goedwig leol, min y ffordd, parciau, gwarchodfeydd natur leol neu fannau bywyd gwyllt, pyllau, coridorau gwyrdd a dolydd blodau gwyllt. Y dyddiad cau ar gyfer ceisiadau yw’r 18 Ionawr 2008.

Partneriaethau Tirlun HLF
Mae cefnogaeth ar gael i bartneriaethau o fuddiannau lleol, rhanbarthol a chenedlaethol sy’n anelu at warchod tirlun sydd â chymeriad lleol unigryw. Rhoddir blaenoriaeth i gynlluniau sy’n dwyn buddiannau cymdeithasol, economaidd ac amgylcheddol hirdymor i ardaloedd gwledig drwy: warchod neu adfer y nodweddion adeiledig a naturiol sy’n creu cymeriad hanesyddol y tirlun; gwarchod a dathlu cymdeithasau a gweithgareddau diwylliannol ardal y tirlun; annog mwy o bobl i gael mynediad at, dysgu am, ymwneud â, a gwneud penderfyniadau am, eu treftadaeth tirluniol; gwella dealltwriaeth ynghylch crefft leol a sgiliau eraill trwy ddarparu cyfleoedd hyfforddi. Bydd y cynllun yn newid yn 2008. Gellir cyflwyno ceisiadau gyda’r pecyn ymgeisio cyfredol am un rownd arall, a’r dyddiad cau ar gyfer honno yw 31 Mawrth 2008. Bydd deunydd ac arweiniad ymgeisio newydd ar gael o 1 Ebrill 2008 ymlaen.

Lansio Cronfa Ddata Chwilio am Bartner NEWYDD!
Mae Cronfa Ddata Chwilio am Bartner (PSD) newydd ar gyfer elfennau Leonardo, Grundtvig (addysg oedolion) a Thraws-bynciol (ymweliadau astudio ar gyfer arbenigwyr addysgol) y Rhaglen Dysgu Gydol Oes newydd gael ei lansio.

Mae ar gyfer hyrwyddwyr a darpar ymgeiswyr sy’n ystyried ymgeisio am gyllid Dysgu Gydol Oes, ac mae ar agor i unrhyw fudiad o’r 31 o wledydd sy’n rhan o’r Rhaglen. Cynlluniwyd y PSD i fod yn fwy defnyddiol i bawb sy’n cofretsru ac yn chwilio am bartner. Gan fod y PSD wedi’i gynllunio i gasglu gwybodaeth benodol a bod ganddo opsiynau chwilio mwy soffistigedig, rydym yn gofyn i bob hyrwyddwr/ymgeisydd hen a newydd gofrestru eu manylion.

Daw Ail Raglen Gweithredu Cymunedol ym Maes Iechyd 2008-2013 i rym o 1 Ionawr 2008 ymlaen. Mae’n dilyn y Rhaglen gyntaf o Weithredu cymunedol ym maes iechyd cyhoeddus (2003-2008) a ariannodd dros 300 o brosiectau a chamau gweithredu eraill.

Amlen ariannu'r Prif raglen yw EUR 321 500 000. Yr amcanion yw: gwella sicrwydd iechyd dinasyddion: datblygu gallu’r UE ac Aelod Wladwriaethau i ymateb i fygythiadau i iechyd, er enghraifft gyda chynlluniau argyfwng iechyd a mesurau parodrwydd; camau gweithredu sy’n ymwneud â diogelwch cleifion, anafiadau a damweiniau, asesu risg a deddfwriaeth gymunedol ar waed, meinweoedd a chelloedd. Hybu iechyd, gan gynnwys lleihau anghydraddoldebau iechyd: gweithredu ar ffactorau sy’n ymwneud ag iechyd - megis maeth, alcohol, tybaco a defnyddio cyffuriau, yn ogystal â ffactorau cymdeithasol ac amgylcheddol; mesurau ar atal y prif glefydau a lleihau anghydraddoldebau iechyd ledled yr UE; cynyddu blynyddoedd bywyd iach a hybu heneiddio iach. Darparu gwybodaeth am iechyd: gweithredu ar ddangosyddion iechyd a ffyrdd o ddosbarthu gwybodaeth i ddinasyddion; ffocws ar weithgarwch gwerth-ychwanegol yn y gymuned i gyfnewid gwybodaeth mewn meysydd megis materion yn ymwneud â’r ddau ryw, iechyd plant neu glefydau prin.

Nod Rhaglen Iechyd 2008-2013 yw ategu, cefnogi ac ychwanegu gwerth i bolisïau’r Aelod Wladwriaethau a chyfrannu at fwy o gydsafiad a ffyniant yn yr Undeb Ewropeaidd trwy amddiffyn a hyrwyddo iechyd a diogelwch dynol a thrwy wella iechyd y cyhoedd. Dan y Rhaglen newydd, hyrwyddir cyfranogiad rhanddeiliaid ac ymgynghorir â hwy.

Gwobrau i fentrau bwyd lleol
Mae’r cynllun Gwobrau i Fentrau Bwyd Lleol (AFAL) a redir gan Asiantaeth Safonau Bwyd Cymru yn gwahodd ceisiadau am wobrau 2008, sy’n anelu at gydnabod y rheini y mae eu gwaith yn ceisio gwella deiet eu cymuned leol yng Nghymru. Mae’n agored i bob sector, gan gynnwys gweithwyr cymunedol a gwirfoddol, gweithwyr ym maes addysg, arlwywyr, adwerthwyr, cynhyrchwyr bwyd ac awdurdodau lleol a byrddau iechyd. Bydd pob un o’r pum enillydd yn derbyn £2,000 i’w fuddsoddi yn eu cynllun bwyta’n iach, tlws wedi’i ysgythru a thystysgrif a bydd y pump a ddaeth agosaf at y brig yn derbyn £1,000, yn ogystal â thlws wedi’i ysgythru a thystysgrif. Gwahoddir y rhai a gyrhaedda’r rownd derfynol i wneud cyflwyniad am eu gweithgarwch yn y gynhadledd Strategaeth Maeth yn 2008. Dyddiad olaf derbyn enwebiadau yw 7 Rhagfyr 2007. Cyllid Cynaliadwy Cymru

Mae Cyllid Cynaliadwy Cymru yn cynnig cymorth a chefnogaeth ymarferol i fudiadau gwirfoddol a chymunedol yng Nghymru sydd â diddordeb mewn datblygu ymagwedd cyllid cynaliadwy. Cyflawnir hyn drwy gynnig cyfuniad o wasanaethau hyfforddi, cynghori, cefnogi a gwybodaeth arbenigol.

Drwy weithio mewn partneriaeth â Chynghorau Gwirfoddol Sirol a chyrff ymbarél eraill, bydd y fenter yn rhoi’r sgiliau a’r wybodaeth i fudiadau sicrhau a chynnal yr adnoddau sydd eu hangen arnynt yn y tymor hir drwy arallgyfeirio eu ‘cymysgedd’ cyllid.

Beth fydd Cyllid Cynaliadwy Cymru yn ei gyflwyno?

  • Gwefan un pwrpas (www.sustainablefundingcymru.org.uk) i gael gwybodaeth gynhwysfawr am yr amrywiaeth o fethodoleg cyllid cynaliadwy, arweiniad, astudiaethau achos, ffynonellau cymorth pellach ac adnoddau eraill, yn arbennig i Gymru.
  • Cyfranogi mewn rhaglen hyfforddiant cyllid cynaliadwy modiwlaidd, a gyflwynir yn uniongyrchol gan WCVA ac a raeadrir drwy Gynghorau Gwirfoddol Sirol a mudiadau ymbarél eraill. Rhoi dealltwriaeth i gynrychiolwyr o bob methodoleg a sut y gellir ei rhoi ar waith.
  • Cynnig cyngor a chymorth datblygu i ryw 30 o fudiadau sydd wedi mynychu cyrsiau hyfforddiant. Gallu rhoi strategaethau cyllid cynaliadwy ar waith ar gyfer eu mudiadau eu hunain.

Nid yw mudiadau gwirfoddol a chymunedol yn gweithredu adfer costau llawn gan nad ydynt yn deall sut i gynllunio ar gyfer datblygu’r gweithlu a’r prosesau llywodraethu, yn ôl ymchwil newydd gan Ganolbwynt Gweithlu a Llywodraethu’r DU. Ni ddaw rheolau codi arian i rym tan fis Ebrill
Mae Swyddfa’r Trydydd Sector yn mynd i ohirio dyddiad gweithredu darpariaethau codi arian y Ddeddf Elusennau tan Ebrill 2008. Mae’r newid yn dilyn rhybuddion gan y sector y byddai’r dyddiad gweithredu gwreiddiol yn golygu y byddai nifer o elusennau mewn perygl o dorri’r gyfraith. Dan y ddeddf, bydd rhaid i asiantau codi arian masnachol sy’n casglu ar ran elusennau ddatgan faint y cânt eu talu am yr apêl ac esbonio pa fudiadau a fydd ar eu hennill. Banc yn cynnig benthyciad i bontio bylchau oherwydd grantiau hwyr
Mae Banc Unity Trust wedi lansio benthyciad pontio tymor byr newydd ar gyfer mudiadau sy’n aros i dderbyn cyllid grant. Dywedodd y banc ei fod yn cydnabod bod nifer o fudiadau gwirfoddol yn dibynnu ar gyllid grant, ond eu bod yn aml heb ddim rheolaeth dros ba bryd y byddai’r sieciau’n cyrraedd. ‘Rydyn ni wedi gweld sawl mudiad yn wynebu oedi wrth ddisgwyl am nawdd, er eu bod wedi ei sicrhau,’ medd Mark Davies, pennaeth elusennau yn y banc. ‘Ond yn y cyfamser, mae ganddyn nhw staff i'w talu, a biliau i'w hanrhydeddu. Mae peidio â chael llwybr rhwydd at yr arian sydd ei angen yn gallu bod yn destun pryder mawr, ac mae’n golygu nad ydynt yn gallu gweithredu’n effeithiol.’ Dywedodd y byddai’r benthyciad, fel arfer, yn cael ei gynnig am uchafswm o dri mis, ond gellid ei ehangu dan amgylchiadau eithriadol. Dywedodd hefyd y gellid ei ganslo pe bai’r grant yn cyrraedd yn gynt na’r disgwyl.

Diwrnod Menter Gymdeithasol 2007
Roedd 15 Tachwedd yn Ddiwrnod Menter Gymdeithasol, ac fe wnaed sawl cyhoeddiad gan y llywodraeth ganolog yn Lloegr.

  • Cynhyrchodd asiantaeth Cyswllt Busnes y llywodraeth ganllaw ‘sydd â’r nod o esbonio’r rhesymau posibl dros sefydlu menter gymdeithasol, a buddiannau gwneud hynny’’.
  • Pecyn adnoddau gan yr Adran Iechyd yn cyfeirio pobl at gefnogaeth ac arweiniad am sefydlu menter gymdeithasol yn y sector iechyd a gofal cymdeithasol.
  • Cyhoeddwyd pump proc i'r meddwl gan Swyddfa’r Trydydd Sector y llynedd. Maent yn cynnwys 'Social enterprise and social innovation: strategies for the next ten years', 'What is the future of social enterprise in ethical markets?'

Cryfhau menter gymdeithasol yng Nghymru
Bydd Llywodraeth Cynulliad Cymru yn prysuro twf y sector menter gymdeithasol yng Nghymru, meddai’r Dirprwy Weinidog dros Adfywio, Leighton Andrews, mewn araith i nodi Diwrnod Menter Gymdeithasol (dydd Iau 15 Tachwedd). Dywedodd y Dirprwy Weinidog bod Llywodraeth y Cynulliad yn ymroddedig i gryfhau fframwaith y gefnogaeth ariannol ac asedol sydd ar gael i fentrau cymdeithasol newydd a rhai sydd am ehangu. Dywedodd, ‘mae gofyn i ni ystyried sut y gallwn ni ei gwneud hi’n haws i asedau cyhoeddus gael eu trosglwyddo i gymunedau a mentrau cymdeithasol’ ac ychwanegodd y byddai ‘Llywodraeth y Cynulliad yn adolygu a diweddaru ei strategaeth Menter Gymdeithasol hi ei hun, a lansiwyd yn 2005. Nod barcud menter gymdeithasol yn hwb i’r sector
Bydd RISE, corff ymbarél menter gymdeithasol yn Ne Ddwyrain Lloegr yn treialu nod barcud menter gymdeithasol a fydd yn helpu defnyddwyr i weld a yw nwyddau neu wasanaethau a brynant yn cael eu cynhyrchu gan fusnes sy’n bodoli at ddibenion cymdeithasol. Mae Nod Menter Gymdeithasol yn logo y gall mentrau cymdeithasol ymgeisio i'w ddefnyddio, ar batrwm nod Masnach Deg neu Safon Organig Cymdeithas y Pridd. Ariennir gwaith gweinyddol y cwmni gyda grant o £468,121 gan raglen Basis y Gronfa Loteri Fawr, gyda nawdd ychwanegol gan y Grwp Cydweithredol a Banc Tridos. Bydd RISE yn cyflogi tri aelod o staff i weinyddu’r cynllun. Caiff ei dreialu yn ne orllewin Lloegr am dair blynedd, a bwriedir i’r Gynghrair Menter Gymdeithasol weithio gyda’i haelodau i’w chyflwyno ar lefel genedlaethol wedi hynny.

Hwb ariannol i fentrau cludiant
Mae’r ariannwr cymdeithasol Big Issue Invest wedi lansio ymgyrch ar y cyd â'r Gymdeithas Cludiant Cymdeithasol er mwyn helpu mentrau cludiant i ehangu. Bydd y bartneriaeth yn creu cronfa newydd a fydd yn helpu grwpiau cludiant i brynu eu cerbydau eu hunain pan fyddant wedi sicrhau contractau gan y llywodraeth. Bydd y gronfa’n gallu rhyddhau arian ar ffurf benthyciadau neu gefnogaeth ar gyfer lesio swyddfeydd. Ni phennwyd unrhyw ffigur penodol, ond dywedodd Big Issue Invest y byddai’n rhyddhau cymaint o gyllid ag yr oedd ei angen i fodloni galw gan fudiadau cymunedol.

Caffael a darparu gwasanaethau cyhoeddus

Y cyhoedd yn ffafrio gwasanaethau a ddarperir gan fentrau cymdeithasol
Byddai’n well gan ddau draean y cyhoedd ym Mhrydain weld eu gwasanaethau lleol yn cael eu darparu gan fentrau cymdeithasol, yn ôl pôl YouGov a gyflawnwyd ar ran mudiad ymbarél y Gynghrair Menter Gymdeithasol, i gyd-fynd â Diwrnod Menter Gymdeithasol (15 Tachwedd 2007). O’r sampl gynrychioladol o 2,287 o oedolion, dywedodd 64 y cant y byddent yn dewis ‘busnes sy’n ail-fuddsoddi ei elw er budd y gymuned’ i redeg eu gwasanaethau gofal iechyd, sbwriel a chludiant mor effeithiol â phosibl, cyn belled â bod y gost yn parhau’r un fath. Dim ond 5 y cant ddywedodd y byddent yn dewis 'elusen draddodiadol', gydag 11 y cant yn dweud y byddai’n well ganddynt sefydliad y Llywodraeth a 9 y cant ‘busnes sy’n cynhyrchu elw i berchnogion a chyfranddalwyr’. Pryderon am bolisi banciau am Asedau
Bydd penderfyniad y Llywodraeth i beidio â deddfu i orfodi banciau i ildio eu cronfeydd segur yn golygu rhyddhau llai o arian ar gyfer prosiectau cymunedol, rhybuddiodd arbenigwyr ariannol. Yn ei ymateb i adroddiad Pwyllgor Trysorlys Ty’r Cyffredin ar asedau heb eu hawlio, dywedodd y Llywodraeth na fyddai cyflwyno pwerau wrth gefn i sefydlu cynllun gorfodol ‘yn ddefnydd da o amser y Senedd’. Yn lle hynny, dywedodd gweinidogion y dylai sefydliadau gwasanaethau ariannol reoli rhyddhau cronfeydd ar sail wirfoddol. Aelodaeth a Lein Gymorth WCVA

Bob mis, mae dros 1,000 o fudiadau gwirfoddol yn elwa ar y wybodaeth, y newyddion, y wybodaeth ariannol a’r arbedion y byddant yn eu derbyn fel rhan o'r manteision o fod yn aelodau llawn o WCVA.

Mae aelodaeth lawn yn dechrau ar gyn rhated â £25 y flwyddyn, ac mae’n cynnwys: cylchgrawn i’r sector gwirfoddol ddwywaith y mis, e-hysbys ar gyfer aelodau bob pythefnos, a chwiliadau grant personol.
