Welcome to Funding news! This newsletter is produced for WCVA e-members who have signed up to receive information about funding and replaces the previously successful e-Xtra. Funding news will continue to provide information on funding opportunities and much, much more.

Funding news is produced by WCVA’s Sustainable funding team. This is a new resource funded by the Big Lottery Fund that has been developed to meet the needs of organisations wishing to adopt a sustainable funding approach and are looking for funding, ranging from grants, loan finance and payroll giving through to trading, procurement or public service delivery. We aim to bring you all the latest news on funding issues affecting the third sector and signpost you to information sources, training and events.

Charitable trusts

CSV Action Earth
Action Earth provides grants of up to £50 (funded by Morrisons) to assist groups in England, Scotland and Wales in carrying out environmental projects. Action Earth 2008 will run from 1 March through to 31 July. If you'd like to take part in a project as a volunteer, visit the Projects pageto find out what's happening in your area. Once you have completed your project for CSV Action Earth, you have the chance to win a cash prize to spend on your chosen project. Divided into five categories, five prizes of £300 and five prizes of £100 are available to winners and runners up of each category. The deadline for completed applications is 10 August 2008 and winning projects will be notified in September. The application form can be found in the Project Feedback Pack in the downloads section. Please note that only those projects receiving £50 grants from Morrisons are eligible to enter the awards.

Playground Partnerships
Schools within the UK that wish to improve their play spaces have the opportunity to apply for funding through the Playground Partnerships Initiative 2008. A total of £500,000 is available to fund specific improvements and developments to their play environments. Schools can apply for awards of £1,000, £2,000, £5,000 or £10,000. All schools that are short-listed will receive at least £250. Schools wishing to apply will first of all need to order the free Playground Partnerships resource pack. Applicants are encouraged to develop a pupil-led approach; involve the whole school; encourage input from the wider school community and include pupils with special educational needs. The closing date for applications is 18 July.

Lloyds TSB Foundation for England and Wales
The Lloyds TSB Foundation for England and Wales has further refined its guidelines and application process. The new guidelines were published in May and further update those published at the beginning of 2008. In addition, the Foundation is currently conducting a survey to look at how it might develop clearer outcomes and better communicate the changes and benefits that it wants to bring about through its grant programmes. With a grant-making budget in excess of £24 million, the Foundation supports mainly small to medium-sized charities throughout England and Wales that help disadvantaged people play a fuller part in their communities. The majority of grants are for core funding support. The Foundation has simplified its guidelines to the extent that applications are now only invited to a single Community Programme. Grants can cover funding for up to three years, and be for core or project support, and existing or new work. Full information and a downloadable copy of the new guidelines are available.

New funding body to support women's issues
The first UK-wide fund devoted exclusively to championing and investing in charities working with women and girls was launched on 10 June. Rosa, the new organisation, will tackle key issues – safety, economic justice, health and well being, and equal representation – by giving small grants to enable positive change at the grassroots and strategic level and tackle women’s inequality at its source. Rosa launches with £750,000 funding already secured and a further £750,000 in the pipeline. It will begin making grants of between £5,000 and £20,000 in 2009 and will be developing its funding criteria and grant application procedure over the next few months. Government

Third sector funding
The Communities and Culture Committee of the National Assembly for Wales has published the results of its inquiry into The Funding of Voluntary Sector Organisations in Wales. It doesn't call for additional funding but recommendations include a review of funding criteria, a web-based portal providing information for the third sector, and making funding application forms clearer. The Committee also recommends that the Assembly Government should fund four pilot projects in rural and urban areas to provide training and support to help small third sector organisations become more self-sufficient - the private sector should be encouraged to help; either by providing sponsorship or lending staff with specific skills for short-term secondments. It also says that the Government, local authorities and other public bodies should treat the third sector as a strategic partner when planning, commissioning and delivering public services.

Viewing Welsh Assembly on the web
The National Assembly for Wales is now streaming on the web video from plenary sessions and committee meetings, both live and recorded. The infrastructure is designed for peaks in traffic during key debates, allowing thousands of visitors to view content simultaneously. www.senedd.tv

New £25m fund for Communities First partnerships
The Deputy Minister for Regeneration, Leighton Andrews, has announced a new fund to boost community regeneration in some of the most deprived areas of Wales.

Worth at least £25 million over the next three years, the Outcomes Fund is the centrepiece of plans for the next phase of Communities First, the Assembly Government’s flagship community regeneration programme.

Communities First partnerships will be able to bid for the funding but will need to demonstrate that their proposals will help deliver key Communities First priorities. They will also need to show that they are working in partnership with local public bodies and have engaged with local people in planning local services.

The overarching plans for the next phase of Communities First will give the programme a sharper focus on stimulating practical improvements to tackle poverty, contribute to wider regeneration initiatives and improving employability. They follow an extensive consultation process earlier in the year.

Welsh Assembly Government calls for increased community ownership of public buildings
Speaking at the recent Realising Rural Assets conference in Builth Wells, Deputy Minister for Regeneration, Leighton Andrews, has called for more public buildings to be owned by communities in Wales. He also announced that he was looking to establish a community asset fund to allow communities to take over public buildings.

The Deputy Minister was speaking about the Quirk review which looked at the management and ownership of community assets by social enterprises. He offered the Welsh Assembly Government’s commitment to implement the findings of the Quirk review across all of Wales not just the most populated towns and cities.

Welsh Assembly Government Advocacy Grant Scheme 2008–11
The Welsh Assembly Government has made available a further grants programme to support the development of advocacy in Wales. The programme will run from October 2008 until March 2011. The aim of advocacy is to make sure that people have a chance to say what they want and feel, by supporting them to speak up for themselves and by providing volunteers or paid staff to help them do so.

Generally you can apply for a grant for the whole period or for part of it. For example, you may have a project that will only run for one year or eighteen months or your project may run for the full 2½ years. However, grant funding for advocacy in NHS continuing care arrangements will be limited to a maximum of 18 months.

The British Institute of Learning Disabilities are keen to receive applications from those who provide advocacy for people with a learning disability from black and minority ethnic communities; people who have complex needs; people on the autistic spectrum (including Aspergers Syndrome) and people in NHS continuing care arrangements (excluding care homes), as these groups of people are under represented in current advocacy provision.

Breastfeeding support grant scheme
The purpose of the Scheme is to provide financial support to train mothers, support workers in maternity services and/or health care assistants as breastfeeding supporters, to work intensively with teenage mothers and their mothers. Funding is also available to develop breastfeeding support groups and other mechanisms for use by health professionals or voluntary bodies in settings such as schools or community venues. The main target group for the scheme is people living in socially disadvantaged communities or in other areas where there is low take-up of breastfeeding. Within those communities, organisations bidding for grant support may identify their own target groups based on local needs assessment. Initiatives targeted at those who are least likely to breastfeed their babies will be particularly welcomed. Small grants of up to £4,000 are available to health, youth, community and voluntary organisations to develop projects in community or primary care settings. DFID’s Development Awareness Fund Main Grants Programme
The Government’s Department for International Development (DFID) has issued the application guidelines for its Development Awareness Fund (DAF) Main Grants programme for 2009-10. A provisional sum of £1.5 million has been earmarked for new projects. The DAF is open to any UK-based organisation or network that wishes to work within the Government’s agenda to raise awareness and understanding of development issues. Grants will range from £10,000 to £100,000 a year, and this funding round covers projects that start after 1 April 2009. Grants can be for up to 3 years.

Projects should promote public knowledge and understanding of development issues (primarily within the UK). In particular they should address at least one of the following: challenges and prospects; interdependence; international efforts; the role of individuals. All of which should reduce poverty reduction. New projects will receive priority over old or continuing ones. Concept notes can be submitted at any time up to 30 September, while full applications will have to be in by 30 November 2008. Further details are available from the website.

Corporate

Health charity to target corporates
Disability charity Connect is recruiting its first director of fundraising, with the aim of raising £2.4m from corporate donors. Connect, which helps people suffering from aphasia, has been funded largely by trusts and foundations, such as the Dunhill Medical Trust, since its inception eight years ago. But the amount the charity receives from trusts and foundations is likely to decline because the aim of the funding was to help it to establish itself. The long-term aim is to build the charity's corporate donor base. The first task of the new director of fundraising, who is expected to be in post by August, will be to recruit a corporate fundraiser and a trust and foundation fundraiser. Phyllis Campbell-McRae, chief executive of Connect, said: ‘The plan is to make the charity sustainable. We want to get funds from different sources.’

WEFO Website - Applying For Funding
The website of Welsh European Funding Office has been updated to include a new 'applying for European funding' section, which will guide potential project sponsors through a step-by-step process to apply for funds under the Convergence and Regional Competitiveness programmes 2007-2013. The new website section combines the previous website sections on 'Strategic Frameworks' and 'Guidance', and provides information on project ideas and how to request to submit an 'Expression of Interest', the first stage of the application process. Help Yourselves Awards
Save the Children and British Gas are pleased to announce the next funding round of the Help Yourselves Awards. The Help Yourselves Awards is a small grant funding scheme for projects that: are strongly young person led and that improve the life chances of children and young people in vulnerable and disadvantaged groups and those living in communities experiencing severe poverty. The deadline for completed applications is Friday 11 July 2008. Projects are expected to take place between September and December 2008. Young Rural Entrepreneur
A cash prize of £10,000 is on offer to the winner who can demonstrate the requisite entrepreneurial spirit by running a company that is either based in the countryside or is making a sustainable contribution to the rural economy. The award celebrates and supports the entrepreneurial talent that exists in the countryside at a time of great change, when uncertain environmental and market conditions have forced farmers to change their farming habits or in some cases, get out of farming completely. Jazz Promoter Awards
The PRS Foundation for New Music (PRSF) is inviting applications to its programme to encourage small-scale promoters of new British Jazz Music. Promoters should, in the main, be experienced in offering live jazz events in the past year, and be not for profit organisations (though not necessarily charities). They should be promoting seasons of work that feature a majority of music by living British jazz composers and performers. Grants will range from £500 to £2000 and at least six promotions must be made between September 2008 and May 2009. Whilst applications are mainly invited from experienced promoters, there are opportunities for a limited number of grants for what the Foundation calls Fledgling Promoters. Third sector looks for new income sources to supplement giving
A drop in public giving and the end of Objective 1 funding has forced Wales’s 30,000 third sector organisations to increasingly seek help from the public sector, a survey has revealed.

A detailed analysis of the way Wales’s third sector is funded has revealed that the availability of fewer resources has led organisations to diversify their income base. Giving is no longer the main source of income – that has switched to the public sector. And earned income has been steadily increasing, along with income from trusts and Lottery funding.

‘It’s clear that the third sector in Wales is accessing diverse income streams, but this is also something that individual organisations should be addressing’ said WCVA Funding Advice Officer Sara Carroll.

Help your Communities First area find the right funding mix!
WCVA’s Sustainable Funding Cymru is running a series of one day workshops on sustainable funding during September 2008 for Communities First officers:

The ‘Finding the right funding mix’ workshops are intended for Communities First officers who provide funding advice and development support. This training is currently available to Communities First staff only and will be open to all third sector funding advisors and development workers from January 2009.

Finding the right funding mix provides an insight into helping others explore and extend their funding and finance options to work towards financial sustainability. It will also provide tools and techniques to assist in development work.

Topics covered will include:

  • The steps to sustainability
  • Introducing new and alternative sources of income and finance to others
  • The skills and approaches required for a sustainable future
  • Inspiring others to think differently

Courses for Communities Cymru
Courses for Communities Cymru is a new, nationwide programme of affordable training for community and voluntary groups, delivered through a partnership between local county voluntary councils (CVCs), volunteer centres and WCVA. The programme consists of 54 training courses and covers the ‘A to Z’ of running a voluntary or community group – from how to turn your ideas into a project, to sourcing funding, employing people, managing your money and promoting your project.

This dedicated voluntary sector training is available for £20* per person or less (*courses are subsidised by WAG) – putting it within the reach of voluntary groups, large and small. Planning

Toolkit is 'boost for transparency'
The ImpAct Coalition has launched an online toolkit for members that, it says, will improve transparency and provide a detailed picture of the voluntary sector. The free toolkit requires charities to complete an online survey that measures transparency and accountability in areas such as mission and vision, stakeholder relationships and governance reporting. Participating charities will also be asked to pledge to take specific actions and share good practice. Richard Marsh, director of the ImpACT Coalition, said: "The toolkit will act as a mirror in which charities can look at themselves. Tool of the month – online PEST worksheet
This month’s tool is often the first step in strategic analysis. A PEST (Political, Economic, Social and Technological) Analysis can help open up your thinking about the external environment and the numerous drivers and influences at play out there. If your organisation hasn’t done a PEST in a while, why not browse through some of the drivers on this website (which are already organised in PEST categories), see which ones are relevant to your organisation and have a go at filling in our PEST worksheet. Involving a group of people in this exercise can help generate new ideas and fresh perspectives. Try it

Giving and public fundraising

Institute creates website for volunteer fundraisers
The Institute of Fundraising has created a new website offering guidance and tools for volunteer fundraisers. The site, www.how2fundraise.org, is funded by the Office of the Third Sector and the Vodafone UK Foundation. It provides advice on fundraising law and best practice, and allows volunteers to create sponsorship forms, letters and other materials bearing the logo and mission statement of their chosen charity.

Charities that are members of the institute can upload their logos and text about what they do to the site. When a volunteer selects a charity, it will appear on every page of the site once they have logged in. Any promotional fundraising material printed by the volunteer will then bear the charity's logo and text. The site also provides events calendars, a step-by-step guide to running fundraising events, fundraising forums where volunteers can share ideas and guidance on fundraising law and best practice.

Tax-effective giving website includes Gift Aid update
The Institute of Fundraising’s tax-effective giving website has been updated to include the changes to basic rate tax and Gift Aid announced in the 2008 Budget. Additional resources include: updated Gift Aid calculator, updated tax-effective guide, Making Giving Go Further and new, Did You Know? a guide to transitional arrangements for Gift Aid. Sponsorship websites showing record results
Online fundraising sites such as Justgiving and Bmycharity are set to overtake traditional forms of sponsorship. Justgiving, for example, received donations of more than £20m for this year’s London Marathon, up 18 per cent on 2007, and processed donations for more than 16,000 runners. The sites manage the collection of Gift Aid and normally pass on money collected to the appointed charity within five days, often before the event has taken place.

Loan finance

Esmee Fairbairn pilots a quasi-equity product
The Esmee Fairbairn Foundation is trialling a capital-raising scheme for charities that resembles a rights issue. The foundation has lent environmental charity Global Action Plan £250,000 in a quasi-equity deal. Loan repayments are based on how much revenue the charity earns, in the same way that share dividends depend on company profits. Gap will use the money to develop its environmental consultancy, which advises businesses on how to improve their green credentials and uses the profits to provide the same service to schools and disadvantaged communities.

Jonathan Katz, the charity's commercial director, said the commercial business was growing fast but needed investment. ‘There's been a lot of talk about using this idea to bridge the funding gap, but there's not been much work to try it,’ he said. ‘The attraction from our point of view is that this investment is not a straight loan. It's flexible in relation to our performance. ‘If we hit our projections, then it will give Esmee Fairbairn a better rate of return than it gets from an ordinary loan. But if we don't, we're not repaying money we can't afford. It's similar to a private sector equity transaction - but with much less legal trouble.’

Esmee Fairbairn is also testing a number of other schemes to help charities to raise money, using its newly allocated £15m finance fund. Dawn Austwick, chief executive of the foundation, said: ‘We're aiming to try out a wide range of funding options with about 10 organisations. ‘If the trials work, we'll offer them to more charities,’ she said.

Social enterprise site adds new interactive features
UnLtdWorld, the networking site for social entrepreneurs, has announced a set of new features, including a microblog facility, messaging and invitation systems and extra research functions. The site, which was set up as an offshoot of social enterprise support body UnLtd, links entrepreneurs together and allows members to share ideas and expertise. A data collection system known as Research Lab gathers information from UnLtdWorld members, which can then be searched and analysed to provide details of social enterprises by region, size and business sector. Members are also now able to import contacts from various webmail services and invite them to join the site.

SROI UK is providing a resource and networking opportunity for anyone interested in the development of the concept of Social Return on Investment, measuring the social value of an organisation's work. The network launched at the SROI Exchange conference in Manchester recently. www.sroi-uk.org

Procurement and public service delivery

Procurement
Buy and Make a Difference, is a new government guide to procurement published by the Office of Government Commerce . It says objectives such as creating a fairer society and improving people's lives should be considered during the process of public procurement, and recommends discussions with the third sector at an early stage of the process in order to meet social objectives effectively.

Justice Ministry's sector strategy published
The Ministry of Justice has published its Third Sector Strategy, setting out how it will engage with the third sector to deliver better public services and improve policy through effective partnerships. This follows consultation on the draft, which closed in March. The strategy is built around four heads: Enabling voice and campaigning, Strengthening communities, Transforming public services and Encouraging social enterprise. Charity-friendly credit checks on the way
Guidestar is working with Experian to develop a charity-friendly credit-scoring process that credit agencies can use when carrying out due diligence on voluntary and private sector organisations bidding for government contracts. Les Hems, the director of Guidestar’s third sector data and analysis division, said the existing credit-checking process that agencies like Experian, Dun & Bradstreet and Equifax use to assess contract applicants on behalf of statutory funders, are unfair to charities because they are designed for business accounts.

Often a pre-qualification questionnaire (PQQ) will require an organisation to have a turnover that is three times the value of the contract. PQQs also systematically exclude those third sector bidders that provide one service in one location, and favour national or regional providers. Guidestar offers a ‘local intelligence service’ whereby for a subscription fee, local statutory funders can access various due diligence documents that tendering charities have uploaded onto the Guidestar website.

Asset based development

Property guidance
Charities considering property purchases will soon be able to benefit from a new guide from the Ethical Property Foundation. The guide, which goes live on the organisation's website on 30 June, will contain resources for first-time charity buyers, including sample documents and mortgage repayment calculators. It will accompany other existing guides on renting property, managing buildings etc.

Model rules for community right to buy body in Scotland
Skye and Lochalsh Community Toolkit web site has an updated version of the Model Memorandum and Articles of Association for a 'community right to buy' body, developed by Highlands and Islands Enterprise. Rulings give VAT hope to charities
More charities could be eligible for a zero VAT rating on building work, after two rulings from VAT tribunals. Scottish charity Quarriers had been told by HM Revenue & Customs that it had to pay VAT on a new epileptic-assessment centre and on a school for children with severe emotional difficulties because most of its funding came via local and central government contracts, and it was therefore operating as a business. Tribunals on the two cases ruled that because Quarriers was reliant on public donations to make up its funding, it was not in business and was therefore entitled to VAT-free construction.

Oddballs

Charity dealings with local government
The Charity Commission has published, The Local Government Charity Toolkit, is a free online reference manual designed to help local authorities work with charities. The toolkit has been developed by the Charity Commission, in liaison with the LGA, the National Association for Voluntary & Community Action, and the Commission for the Compact. The toolkit explains the legal and fiscal framework within which charities must operate - a useful guide for: sub-committees and officers administering charitable assets in the council’s care; and for Councilors or other individuals that the authority nominates to serve as charity trustees.

Community initiatives site launched
A website has been launched by a social enterprise to promote awareness of community initiatives and services in England and Wales. Community Projects provides free advertising space for community groups and for local projects that are supported by MPs, peers, the police, celebrities or sports personalities. The site has been created by the Community Projects community interest company, which will seek funding from local authorities, government agencies and local businesses.

The organisers say projects such as youth groups, environmental schemes or childcare facilities can use the site as well as local amenities including theatres, swimming pools and football teams. They have also offered to create a free web page profile for community groups that outlines their aims and objectives, as well as start-up assistance and help with grant applications. Cynhyrchir Newyddion nawdd gan dîm Cyllid cynaliadwy WCVA. Datblygwyd yr adnodd newydd, a gyllidir gan y Gronfa Loteri Fawr, er mwyn diwallu anghenion mudiadau sy’n dymuno mabwysiadu dull cynaliadwy o gyllido, ac sy’n chwilio am nawdd - yn amrywio o grantiau, benthyciadau a rhoi trwy’r gyflogres i fasnachu, caffael neu ddarparu gwasanaethau cyhoeddus. Anelwn at roi’r newyddion diweddaraf i chi ynghylch materion nawdd sy’n effeithio ar y trydydd sector, a rhoi gwybod i chi am ffynonellau gwybodaeth, hyfforddiant a gweithgareddau.

Ymddiriedolaethau elusennol

CSV Action Earth
Mae Action Earth yn cynnig grantiau o hyd at £50 (a roddir gan Morrisons) i helpu grwpiau yng Nghymru, Lloegr a’r Alban i gynnal prosiectau amgylcheddol. Bydd Action Earth 2008 yn cael ei gynnal rhwng 1 Mawrth a 31 Gorffennaf. Os hoffech chi gymryd rhan mewn prosiect fel gwirfoddolwr, ymwelwch â’r dudalen Prosiectau [Saesneg yn unig] i weld beth sy’n digwydd yn eich ardal chi. Ar ôl cwblhau eich prosiect ar gyfer CSV Action Earth, byddwch yn cael cyfle i ennill gwobr ariannol i’w gwario ar y prosiect a ddewisasoch.

Wedi’u rhannu’n bum categori, mae pum gwobr o £300 a phum gwobr o £100 ar gael i enillydd a’r agosaf at y brig ym mhob categori. Y dyddiad olaf ar gyfer derbyn ceisiadau wedi’u cwblhau yw 10 Awst 2008 a hysbysir prosiectau buddugol ym mis Medi. Mae’r ffurflen gais ym Mhecyn Adborth y Prosiect yn yr adran lawrlwytho [Saesneg yn unig]. Noder mai dim ond y prosiectau sy’n derbyn grantiau o £50 gan Morrisons sy’n gymwys i gystadlu am y gwobrau.

Sefydliad Lloyds TSB dros Gymru a Lloegr
Mae Sefydliad Lloyds TSB dros Gymru a Lloegr wedi gwella mwy ar ei broses ymgeisio a'i ganllawiau. Cyhoeddwyd y canllawiau newydd ym mis Mai, gan ddisodli’r canllawiau hynny a gyhoeddwyd ar ddechrau 2008. Hefyd, mae’r Sefydliad yn cynnal arolwg ar hyn o bryd i weld sut y gall ddatblygu canlyniadau cliriach a chyfleu’n well y newidiadau a’r buddiannau y mae eisiau eu cyflwyno drwy gyfrwng ei raglenni grantiau. Gyda chyllideb sy’n cynnig grantiau gwerth dros £24 miliwn, mae’r Sefydliad yn cefnogi elusennau bach a chanolig eu maint yn bennaf ledled Cymru a Lloegr sy'n helpu pobl dan anfantais i chwarae rhan fwy blaenllaw yn eu cymunedau. At ddiben rhoi cymorth gyda chyllid craidd y mae mwyafrif y grantiau. Mae’r Sefydliad wedi symleiddio ei ganllawiau i’r fath raddau fel mai dim ond i un Rhaglen Gymunedol y caiff ceisiadau wahoddiad bellach. Gall y grantiau dalu costau am hyd at dair blynedd, a gall fod ar gyfer cymorth craidd neu gymorth prosiect, ac ar gyfer gwaith newydd neu waith cyfredol. Corff cyllido newydd i gefnogi materion menywod
Cafodd y gronfa gyntaf ar gyfer y DU-gyfan sydd wedi ymroi i hyrwyddo a buddsoddi mewn elusennau sy’n gweithio gyda menywod a merched ei lansio ar 10 Mehefin. Bydd Rosa, y sefydliad newydd, yn mynd i’r afael â materion o bwys – diogelwch, cyfiawnder economaidd, iechyd a lles a chynrychiolaeth gyfartal – drwy roi grantiau bach i alluogi newidiadau cadarnhaol ar lawr gwlad ac ar lefel strategol, ac yn mynd i’r afael â gwraidd anghydraddoldeb menywod. Mae Rosa’n cael ei lansio gyda gwerth £750,000 o gyllid eisoes wedi’i ddiogelu a £750,000 arall yn yr arfaeth. Ar y dechrau, bydd yn cynnig grantiau gwerth rhwng £5,000 ac £20,000 yn 2009, a bydd yn datblygu ei feini prawf cyllido a'i drefn ymgeisio am grant yn ystod y misoedd nesaf. Arian y trydydd sector
Mae Pwyllgor Cymunedau a Diwylliant Cynulliad Cenedlaethol Cymru wedi cyhoeddi canlyniadau ei ymchwiliad i Ariannu Cyrff y Sector Gwirfoddol yng Nghymru. Nid yw’n galw am ragor o arian ond mae’r argymhellion yn cynnwys adolygiad o’r meini prawf ariannu, porth ar y we i ddarparu gwybodaeth i’r trydydd sector, a gwneud ffurflenni cais am arian yn fwy eglur. Mae’r pwyllgor hefyd yn argymell y dylai Llywodraeth y Cynulliad ariannu pedwar prosiect peilot mewn ardaloedd gwledig a threfol i ddarparu hyfforddiant a chefnogaeth i fudiadau trydydd sector bach i’w galluogi i fod yn fwy hunangynhaliol - dylid hefyd annog y sector preifat i helpu; un ai trwy ddarparu nawdd neu trwy fenthyca staff gyda sgiliau penodol ar secondiadau tymor byr. Dywed hefyd y dylai llywodraeth, awdurdodau lleol a chyrff eraill drin y trydydd sector fel partner strategol wrth gynllunio, comisiynu a darparu gwasanaethau cyhoeddus.

Cronfa £25m newydd i bartneriaethau Cymunedau yn Gyntaf
Mae’r Dirprwy Weinidog dros Adfywio, Leighton Andrews, wedi cyhoeddi cronfa newydd i roi hwb i adfywio cymunedol mewn rhai o’r ardaloedd mwyaf difreintiedig yng Nghymru.Bydd y Gronfa Ganlyniadau’n werth £25 miliwn dros y tair blynedd nesaf a dyma ganolbwynt cynlluniau ar gyfer cyfnod nesaf Cymunedau yn Gyntaf, sef rhaglen adfywio cymunedol arweiniol Llywodraeth y Cynulliad.

Bydd partneriaethau Cymunedau yn Gyntaf yn gallu ymgeisio am y nawdd ond bydd angen iddynt ddangos y bydd eu cynigion yn helpu i gyflawni blaenoriaethau allweddol Cymunedau yn Gyntaf. Bydd angen iddynt hefyd ddangos eu bod yn gweithio mewn partneriaeth â chyrff cyhoeddus lleol a’u bod wedi ymgysylltu â phobl leol wrth gynllunio gwasanaethau lleol.

Bydd y cynlluniau trosfwaol ar gyfer cyfnod nesaf Cymunedau yn Gyntaf yn rhoi i’r rhaglen ffocws mwy pendant ar symbylu gwelliannau ymarferol i fynd i’r afael â thlodi, cyfrannu at gynlluniau adfywio ehangach a gwella cyflogadwyedd. Maent yn dilyn proses ymgynghori helaeth yn gynharach yn y flwyddyn.

Wrth siarad yn y gynhadledd Gwireddu Asedau Gwledig yn ddiweddar yn Llanfair-ym-muallt, mae’r Dirprwy Weinidog dros Adfywio, Leighton Andrews, wedi galw am i ragor o adeiladau cyhoeddus fod yn eiddo i gymunedau yng Nghymru. Cynigiodd ymrwymiad Llywodraeth Cynulliad Cymru i weithredu canfyddiadau adolygiad Quirk ar draws Cymru gyfan nid dim ond yn y trefi a’r dinasoedd mwyaf poblog.

Cynllun Grant Eiriolaeth 2008–11 Llywodraeth Cynulliad Cymru
Mae Llywodraeth Cynulliad Cymru wedi darparu rhaglen grantiau arall er mwyn helpu i ddatblygu’r maes eiriolaeth yng Nghymru. Bydd y rhaglen ar waith rhwng mis Hydref 2008 a mis Mawrth 2011. Nod eiriolaeth yw gwneud yn siŵr bod pobl yn cael cyfle i ddweud beth y maent yn ei deimlo a beth mae ei eisiau arnynt. Gwneir hyn drwy eu cynorthwyo i siarad drostynt eu hunain a drwy ddarparu gwirfoddolwyr neu staff cyflogedig i’w helpu i wneud hynny.

Fel arfer, gallwch wneud cais am grant ar gyfer y cyfnod cyfan neu ar gyfer rhan ohono. Er enghraifft, efallai fod gennych brosiect na fydd ond yn para blwyddyn neu ddeunaw mis, neu efallai y bydd eich prosiect yn para’r 2½ flynedd lawn. Ond, dim ond am uchafswm o 18 mis y gellir darparu arian grant ar gyfer eiriolaeth yn nhrefniadau gofal parhaus y GIG.

Mae Sefydliad Anableddau Dysgu Prydain yn awyddus i gael ceisiadau gan y rheini sy’n darparu eiriolaeth i bobl gydag anabledd dysgu o gymunedau pobl ddu a lleiafrifoedd ethnig; pobl gydag anghenion cymhleth; pobl ar y sbectrwm awtistig (gan gynnwys Syndrom Asperger) a phobl sy'n gysylltiedig â threfniadau gofal parhaus y GIG (ac eithrio cartrefi gofal), gan nad yw'r grwpiau hyn o bobl wedi'u cynrychioli’n deg yn y ddarpariaeth eiriolaeth bresennol. Y dyddiad olaf ar gyfer derbyn ceisiadau yw 11 Awst 2008.

Cynllun grant i gefnogi bwydo ar y fron
Pwrpas y Cynllun yw darparu cymorth ariannol er mwyn hyfforddi mamau, gweithwyr cefnogi mewn gwasanaethau mamolaeth a/neu gynorthwywyr gofal iechyd sy’n gefnogwyr bwydo ar y fron, i weithio’n ddwys gyda mamau sydd yn eu harddegau a chyda’u mamau hwy. Mae cyllid hefyd ar gael ar gyfer datblygu grwpiau cefnogi bwydo ar y fron a mecanweithiau eraill a ddefnyddir gan weithwyr proffesiynol ym maes iechyd neu gan gyrff gwirfoddol mewn sefyllfaoedd megis yn yr ysgol neu mewn lleoliadau cymunedol. Prif grŵp targed y cynllun yw pobl sy'n byw mewn cymunedau dan anfantais gymdeithasol neu mewn ardaloedd eraill lle nad oes llawer o famau yn bwydo ar y fron. O fewn y cymunedau hynny, gall mudiadau sy’n ymgeisio am gymorth grant ddynodi eu grwpiau targed eu hunain yn seiliedig ar asesiad o anghenion lleol. Croesewir yn arbennig gynlluniau a fwriedir ar gyfer y rheini sydd leiaf tebygol o fwydo'u babanod ar y fron. Mae grantiau bach gwerth hyd at £4,000 ar gael i fudiadau iechyd, ieuenctid, cymunedol a gwirfoddol er mwyn datblygu prosiectau mewn lleoliadau gofal sylfaenol neu ofal cymunedol. Rhaglen Prif Grantiau’r Gronfa Ymwybyddiaeth o Ddatblygu – Adran Datblygu Rhyngwladol
Mae Adran Datblygu Rhyngwladol y Llywodraeth (DFID) wedi cyhoeddi’r canllawiau ymgeisio ar gyfer ei rhaglen Prif Grantiau’r Gronfa Ymwybyddiaeth o Ddatblygu 2009-10. Mae swm dros dro o £1.5 miliwn wedi cael ei glustnodi ar gyfer prosiectau newydd. Mae’r gronfa’n agored i unrhyw sefydliadau neu rwydwaith yn y DU sy’n dymuno gweithio o fewn agenda’r Llywodraeth i godi ymwybyddiaeth a dealltwriaeth o faterion datblygu. Bydd y grantiau’n amrywio o £10,000 i £100,000 y flwyddyn, ac mae’r rownd gyllido hon yn berthnasol i brosiectau sy'n dechrau ar ôl 1 Ebrill 2009. Gellir cael grant am hyd at 3 blynedd. Dylai'r prosiectau hyrwyddo gwybodaeth a dealltwriaeth y cyhoedd o faterion yn ymwneud â datblygu (yn y DU yn bennaf). Yn arbennig, dylent fynd i’r afael ag o leiaf un o'r canlynol: heriau a rhagolygon; cyd-ddibyniaeth; ymdrechion rhyngwladol; swyddogaeth unigolion. Dylai pob un o'r rhain leihau tlodi. Bydd prosiectau newydd yn cael blaenoriaeth dros hen brosiectau neu brosiectau parhaus. Gellir cyflwyno nodiadau cydsyniol ar unrhyw adeg hyd at 30 Medi, a bydd yn rhaid cyflwyno ceisiadau cyflawn erbyn 30 Tachwedd 2008. Gellir cael rhagor o fanylion ar y wefan.

Elusen iechyd i dargedu corfforaethau
Mae’r elusen anabledd Connect yn recriwtio’i chyfarwyddwr codi arian cyntaf, gyda’r nod o godi £2.4m gan roddwyr corfforaethol. Ariennir Connect, sy’n helpu pobl sy’n dioddef o aphasia, i raddau helaeth gan ymddiriedolaethau a sefydliadau megis y Dunhill Medical Trust, ers ei sefydlu wyth mlynedd yn ôl. Ond mae’r swm a gaiff yr elusen oddi wrth ymddiriedolaethau a sefydliadau’n debygol o syrthio gan mai nod y nawdd oedd ei helpu i ymsefydlu. Y nod tymor hir yw adeiladu sylfaen rhoddwyr corfforaethol yr elusen. Tasg gyntaf y cyfarwyddwr codi arian newydd, y disgwylir iddo fod yn ei swydd erbyn Awst, fydd recriwtio swyddog codi arian corfforaethol a swyddog codi arian gan ymddiriedolaethau a sefydliadau. Meddai Phyllis Campbell-McRae, prif weithredwr Connect: ‘Y bwriad yw gwneud yr elusen yn gynaliadwy. Rydym eisiau cael nawdd o wahanol ffynonellau.’

Gwefan SCEC - Cyflwyno Cais Am Gyllid
Mae gwefan Swyddfa Cyllid Ewropeaidd Cymru (SCEC) wedi cael ei diweddaru er mwyn cynnwys adran newydd 'cyflwyno cais am gyllid Ewropeaidd', a fydd yn rhoi arweiniad fesul cam i ddarpar noddwyr prosiectau ynghylch sut mae cyflwyno cais am gyllid o dan raglenni Cydgyfeirio a Chystadleurwydd Rhanbarthol 2007-2013. Mae'r rhan newydd hon o'r wefan yn cyfuno'r elfennau blaenorol oedd yn ymwneud â'r 'Fframweithiau Strategol' ac 'Arweiniad', gan ddarparu gwybodaeth am syniadau ar gyfer prosiectau ac ynghylch sut mae 'Mynegi Diddordeb', sef y cam cyntaf yn y broses ymgeisio. Mae Achub y Plant a Nwy Prydain yn falch o gyhoeddi bod rownd gyllido nesaf Gwobrau Helpu’ch Hunan wedi agor. Mae’r Gwobrau Helpu’ch Hunan yn gynllun grantiau bach ar gyfer prosiectau sydd: dan arweiniad pendant gan bobl ifanc, yn gwella cyfleoedd bywyd plant a phobl ifanc mewn grwpiau agored i niwed a difreintiedig a’r rheini sy’n byw mewn cymunedau sy’n wynebu tlodi difrifol. Entrepreneur Gwledig Ifanc
Cynigir gwobr ariannol o £10,000 i’r enillydd sy’n gallu dangos yr ysbryd entrepreneuraidd angenrheidiol drwy redeg cwmni sydd naill ai wedi’i leoli yng nghefn gwlad neu sy’n cyfrannu’n sylweddol at yr economi wledig. Mae’r Wobr yn dathlu ac yn cefnogi’r dalent enrepreneuraidd sy’n bodoli yng nghefn gwlad ar adeg o newid mawr, pan mae amgylchiadau marchnad ac amgylchedd ansicr wedi gorfodi ffermwyr i newid eu harferion ffermio neu mewn rhai achosion, i gefnu ar ffermio’n llwyr. Gwobrau Hyrwyddwyr Jazz
Mae Sefydliad Cerddoriaeth Newydd y Gymdeithas Hawl Perfformio (PRSF) yn gwahodd ceisiadau ar gyfer ei raglen i annog hyrwyddwyr graddfa fach ar gyfer Cerddoriaeth newydd Jazz Prydain. Yn gyffredinol, dylai hyrwyddwyr fod wedi cael profiad o gynnig digwyddiadau jazz byw yn ystod y flwyddyn diwethaf, a dylent fod yn fudiadau di-elw (er nad yw’n rhaid iddynt fod yn elusennau). Dylent fod yn hyrwyddo tymhorau gwaith lle daw mwyafrif y gerddoriaeth gan berfformwyr a chyfansoddwyr jazz o Brydain sy’n dal yn fyw. Bydd y grantiau’n amrywio o £500 i £2000, a rhaid hyrwyddo o leiaf chwe digwyddiad rhwng Medi 2008 a Mai 2009. Er mai ceisiadau gan hyrwyddwyr profiadol a wahoddir yn bennaf, ceir cyfleoedd am nifer cyfyngedig o grantiau ar gyfer yr hyn a elwir gan y Sefydliad yn Hyrwyddwyr Newydd. Beth sy’n newydd ym maes cyllido?
Mae adran newydd sef, beth sy’n newydd wedi’i hychwanegu at wefan Cyllid Cynaliadwy Cymru. Mae’r adran newydd hon yn rhoi gwybod i chi am ychwanegiadau at y wefan, yn ogystal ag am newyddion a digwyddiadau cysylltiedig. Ewch i’r wefan nawr - www.sustainablefundingcymru.org.uk – i gael help a chymorth ymarferol gyda chyllid cynaliadwy, nifer o wahanol ganllawiau ar gyllido a chynllunio, astudiaethau achos, hyfforddiant a ffynonellau cymorth ychwanegol.

Y trydydd sector yn edrych am ffynonellau incwm newydd yn ychwanegol at roi
Yn ôl arolwg, mae gostyngiad yn nifer y cyhoedd sy’n rhoi a diwedd arian Amcan 1 wedi gorfodi’r 30,000 o fudiadau’r trydydd sector yng Nghymru i chwilio fwyfwy am gymorth gan y sector cyhoeddus.

Mewn dadansoddiad manwl o’r modd y mae trydydd sector Cymru yn cael ei ariannu, datgelwyd bod mudiadau’n gorfod ehangu eu sylfaen incwm am fod llai o adnoddau ar gael. Nid rhoi yw’r brif ffynhonnell incwm bellach – mae hynny wedi newid i’r sector cyhoeddus. Ac mae incwm a enillwyd wedi bod yn cynyddu’n raddol, ynghyd ag incwm gan ymddiriedolaethau ac arian gan y Loteri.

‘Mae’n amlwg bod y trydydd sector yng Nghymru’n cael gafael ar ffrydiau incwm amrywiol, ond mae hyn yn rhywbeth y dylai mudiadau unigol fod yn rhoi sylw iddo hefyd’ dywedodd Sara Carroll, Swyddog Cyngor Cyllido WCVA.

Mae Cyllid Cynaliadwy Cymru yn cyflwyno rhaglen hyfforddiant, cyngor a gwybodaeth gynhwysfawr yn rhoi i fudiadau y sgiliau a’r wybodaeth er mwyn sicrhau a chynnal yr adnoddau sydd eu hangen arnynt yn yr hir dymor drwy amrywiaethu eu ‘cymysgedd nawdd’. Mae Cyllid Cynaliadwy Cymru WCVA yn cynnal cyfres o weithdai undydd ar gyllid cynaliadwy ym Medi 2008 i swyddogion Cymunedau yn Gyntaf:

Bwriedir gweithdai ‘Dod o hyd i’r gymysgedd cyllido gywir’ i swyddogion Cymunedau yn Gyntaf sy’n rhoi cyngor am nawdd a chymorth i ddatblygu. Mae’r hyfforddiant ar gael i staff Cymunedau yn Gyntaf yn unig ar hyn o bryd a bydd yn agored i holl weithwyr datblygu a chynghorwyr nawdd y trydydd sector o fis Ionawr 2009 ymlaen.

Mae Dod o hyd i’r gymysgedd cyllido gywir yn rhoi golwg ar helpu eraill i archwilio ac ymestyn eu hopsiynau nawdd a chyllid er mwyn gweithio tuag at gynaliadwyedd ariannol. Bydd hefyd yn darparu cyfryngau a thechnegau i gynorthwyo mewn gwaith datblygu.

Prosiect gan WCVA yw Cyllid Cynaliadwy Cymru ac fe’i cefnogir gan y Gronfa Loteri Fawr. Cynigir yr hyfforddiant hwn am bris is o £10 y pen.

Cyrsiau i Gymunedau Cymru
Rhaglen newydd drwy Gymru gyfan yw Cyrsiau i Gymunedau Cymru. Mae’n cynnig hyfforddiant fforddiadwy i grwpiau cymunedol a gwirfoddol a gynigir drwy gyfrwng partneriaeth rhwng cynghorau gwirfoddol sirol lleol (CVCs), canolfannau gwirfoddoli a’r WCVA. Mae’r rhaglen yn cynnwys 54 o gyrsiau hyfforddi ac mae’n ymwneud â holl broses cynnal grŵp gwirfoddol neu gymunedol – o sut mae troi eich syniadau’n brosiect, i gael gafael ar arian, cyflogi pobl, rheoli eich arian a hyrwyddo’ch prosiect.

Mae’r hyfforddiant hwn sy’n arbennig i’r sector gwirfoddol ar gael am £20* y pen neu lai (noddir cyrsiau gan Lywodraeth Cynulliad Cymru) - sy'n golygu ei fod o fewn cyrraedd grwpiau gwirfoddol, boed fawr neu fach. Cynllunio

Pecyn cymorth yn 'hwb i dryloywder'
Mae’r ImpAct Coalition wedi lansio pecyn cymorth ar-lein i’r aelodau, a dywed y bydd yn gwella tryloywder ac yn darparu darlun manwl o’r sector gwirfoddol. Mae’r pecyn cymorth rhad ac am ddim yn gofyn i elusennau gwblhau arolwg ar-lein sy’n mesur tryloywder ac atebolrwydd mewn meysydd megis cenhadaeth a gweledigaeth, adroddiadau llywodraethu a pherthnasau rhanddeiliaid. Gofynnir i’r elusennau sy’n cymryd rhan hefyd addo cymryd camau penodol a rhannu arferion da. Meddai Richard Marsh, cyfarwyddwr ImpACT Coalition: "Bydd y pecyn cymorth yn gweithredu fel drych y gall elusennau ei ddefnyddio i edrych arnynt eu hunain. Cyfrwng y mis – dalen waith ar-lein PEST
Oddi ar y wefan y daw cyfrwng y mis hwn a dyma’n aml y cam cyntaf mewn dadansoddi strategol. Gall Dadansoddiad PEST (Gwleidyddol, Economaidd, Cymdeithasol a Thechnolegol) helpu i chi ehangu’ch syniadau am yr amgylchedd allanol a’r dylanwadau a’r symbyliadau niferus sydd allan yna. Os nad yw’ch sefydliad wedi gwneud dadansoddiad PEST ers tro, pan na phorwch drwy rai o’r symbyliadau ar y wefan hon (maent eisoes wedi’u trefnu yn ôl categorïau PEST), cewch weld pa rai sy’n berthnasol i’ch sefydliad chi a chewch roi cynnig ar lenwi’r ddalen waith PEST. Gall cynnwys grŵp o bobl yn yr ymarferiad hwn helpu i esgor ar syniadau newydd a safbwyntiau ffres. Rhoi a chodi arian cyhoeddus

Sefydliad yn creu gwefan ar gyfer gwirfoddolwyr sy’n codi arian
Mae’r Sefydliad Codi Arian wedi creu gwefan newydd sy’n cynnig arweiniad a chyfryngau ar gyfer gwirfoddolwyr sy’n codi arian. Ariennir y wefan, www.how2fundraise.org, gan Swyddfa’r Trydydd Sector a Vodafone UK Foundation. Mae’n rhoi cyngor am gyfraith codi arian a’r arferion gorau, ac yn caniatáu i wirfoddolwyr greu ffurflenni noddi, llythyrau a deunyddiau eraill ag arnynt logo a datganiad o fwriad yr elusen a ddewiswyd ganddynt.

Caiff elusennau sy’n aelodau o’r sefydliad lwytho i fyny eu logos a’u testun am yr hyn a wnânt i’r safle. Pan fydd gwirfoddolwr yn dewis elusen, bydd yn ymddangos ar bob tudalen o’r wefan unwaith y maent wedi logio mewn. Yna bydd logo a thestun yr elusen wedyn yn ymddangos ar unrhyw ddeunydd codi arian hyrwyddo gan y gwirfoddolwr. Mae’r wefan hefyd yn darparu calendrau digwyddiadau, arweiniad cam-wrth-gam i gynnal digwyddiadau codi arian, fforymau codi arian lle gall gwirfoddolwyr rannu syniadau ac arweiniad ar gyfraith codi arian a’r arferion gorau.

Gwefan rhoddi treth-effeithiol yn cynnwys y diweddaraf am Gymorth Rhodd
Diweddarwyd gwefan rhoddi treth-effeithiol y Sefydliad Codi Arian i gynnwys newidiadau yn y gyfradd dreth sylfaenol a Chymorth Rhodd a gyhoeddwyd yng Nghyllideb 2008. Ymysg yr adnoddau ychwanegol y mae: cyfleuster diweddar i gyfrifo Cymorth Rhodd, arweiniad treth-effeithiol wedi’i ddiweddaru, Making Giving Go Further ac arweiniad newydd, Did You Know? i drefniadau trosiannol ar gyfer Cymorth Rhodd. Gwefannau nawdd yn dangos canlyniadau heb eu bath
Mae gwefannau codi arian megis Justgiving a Bmycharity ar fin rhagori ar ddulliau traddodiadol o noddi. Cafodd Justgiving, er enghraifft, roddion o dros £20m ar gyfer Marathon Llundain eleni, cynnydd o 18 y cant ar 2007, a phrosesodd roddion i dros 16,000 o redwyr. Mae’r gwefannau’n rheoli Cymorth Rhodd ac maent fel arfer yn trosglwyddo’r arian a gesglir i’r elusen a benodwyd cyn pen pum diwrnod, yn aml cyn i’r digwyddiad gael ei gynnal. (Ffynhonnell: NCVO)

Cyllid benthyca

Esmee Fairbairn yn treialu cynnyrch lled-ecwitïol
Mae Sefydliad Esmee Fairbairn yn treialu cynllun codi cyfalaf i elusennau, sy’n debyg i fater hawliau. Mae foundation wedi rhoi benthyg i elusen amgylcheddol Global Action Plan £250,000 mewn dêl lled-ecwitïol. Mae ad-daliadau’r benthyciad yn seiliedig ar faint o refeniw y mae’r elusen yn ei ennill, yn yr un modd ag y mae difidendau cyfranddaliadau’n dibynnu ar elw cwmni. Bydd GAP yn defnyddio’r arian i ddatblygu ei wasanaeth ymgynghori amgylcheddol, sy’n cynghori busnesau ar sut i wella’u nodweddion gwyrdd ac mae’n defnyddio’i elw i ddarparu’r un gwasanaeth i ysgolion a chymunedau dan anfantais.

Dywedodd Jonathan Katz, cyfarwyddwr masnachol yr elusen, fod y busnes masnachol yn tyfu’n gyflym ond bod arno angen buddsoddiad. ‘Bu llawer o sôn am ddefnyddio’r syniad hwn i bontio’r bwlch cyllido, ond ni fu llawer o waith i roi cynnig arni,’ meddai. ‘Yr atyniad o’n safbwynt ni yw nad benthyciad arferol yw’r buddsoddiad hwn. Mae’n hyblyg mewn perthynas â’n perfformiad. ‘Os byddwn yn cyrraedd ein hamcanestyniadau, bydd felly’n rhoi i Esmee Fairbairn well cyfradd elw nac a gaiff o fenthyciad arferol. Ond os na wnawn, ni fyddwn yn talu arian na allwn ei fforddio. Mae’n debyg i drafodion ecwiti’r sector preifat – ond gyda llawer llai o drwbl cyfreithiol.’

Mae sefydliad Esmee Fairbairn hefyd yn profi nifer o gynlluniau eraill i helpu elusennau i godi arian, gan ddefnyddio’i gronfa gyllid £15m newydd. Meddai Dawn Austwick, prif weithredwr y sefydliad: ‘Ein bwriad yw rhoi cynnig ar ystod eang o opsiynau cyllido gydag oddeutu 10 sefydliad. ‘Os bydd y treialon yn gweithio, byddwn yn eu cynnig i ragor o elusennau,’ meddai.

Gwefan mentrau cymdeithasol yn ychwanegu nodweddion rhyngweithiol newydd
Mae UnLtdWorld, y wefan rhwydweithio i entrepreneuriaid cymdeithasol, wedi cyhoeddi set o nodweddion newydd, gan gynnwys cyfleuster microflog, system wahoddiadau a negeseuon ynghyd â swyddogaethau ymchwil ychwanegol. Mae’r wefan, a sefydlwyd fel egin-gwmni i UnLtd y corff cynorthwyo mentrau cymdeithasol, yn cysylltu entrepreneuriaid gyda’i gilydd ac yn caniatáu i aelodau rannu syniadau ac arbenigedd. Mae system casglu data o’r enw Research Lab yn casglu gwybodaeth oddi wrth aelodau UnLtdWorld, yna gellir chwilio’r rhain a’u dadansoddi er mwyn darparu manylion mentrau cymdeithasol fesul rhanbarth, maint a sector busnes. Gall yr aelodau’n awr hefyd fewngludo cysylltiadau o amrywiol wasanaethau gwe-bost a’u gwahodd i ymuno â’r wefan.

Rhwydweithio am Elw Cymdeithasol ar Fuddsoddiad
Mae SROI UK yn darparu adnodd a chyfle i rwydweithio i unrhyw un sydd â diddordeb mewn datblygu cysyniad Elw Cymdeithasol ar Fuddsoddiad, gan fesur gwerth cymdeithasol gwaith sefydliad. Lansiwyd y rhwydwaith yng nghynhadledd SROI Exchange ym Manceinion yn ddiweddar. www.sroi-uk.org.

Caffael a darparu gwasanaethau cyhoeddus

Caffael
Mae Buy and Make a Difference , yn ganllaw ar gaffael gan y llywodraeth a gyhoeddwyd gan Swyddfa Masnach y Llywodraeth. Dywed y dylid ystyried amcanion megis creu cymdeithas decach a gwella bywydau pobl yn ystod proses caffael cyhoeddus, ac mae’n argymell trafodaethau gyda’r trydydd sector yn gynnar yn y broses er mwyn cyflawni amcanion cymdeithasol yn effeithiol.

Strategaeth sector y Weinyddiaeth Gyfiawnder wedi’i chyhoeddi
Mae’r Weinyddiaeth Gyfiawnder wedi cyhoeddi’i Strategaeth i’r Trydydd Sector, gan osod allan sut y bydd yn ymgysylltu â’r trydydd sector i gyflawni gwell gwasanaethau cyhoeddus a gwella polisi drwy gyfrwng partneriaethau effeithiol. Mae hyn yn dilyn ymgynghoriad ar y drafft, a ddaeth i ben ym Mawrth. Mae’r strategaeth wedi’i llunio o amgylch pedwar pennawd: Galluogi llais ac ymgyrchu, Cryfhau cymunedau, Gweddnewid gwasanaethau cyhoeddus ac Annog mentrau cymdeithasol. Archwiliadau credyd elusen-gyfeillgar ar y ffordd
Mae Guidestar yn gweithio gydag Experian i lunio proses credyd-raddio y gall asiantaethau credyd eu defnyddio wrth ymarfer diwydrwydd dyladwy gyda sefydliadau’r sector preifat a’r sector gwirfoddol sy’n ymgeisio am gontractau’r llywodraeth. Dywedodd Les Hems, cyfarwyddwr isadran data a dadansoddi trydydd sector Guidestar, fod y broses archwilio credyd a ddefnyddia asiantaethau megis Experian, Dun & Bradstreet ac Equifax i asesu ceisiadau am gontractau ar ran cyllidwyr statudol, yn annheg i elusennau oherwydd eu bod wedi’u bwriadu ar gyfer cyfrifon busnes.

Yn aml, bydd holiadur cyn-cymhwyso (PQQ) yn mynnu bod gan sefydliad drosiant sydd dair gwaith gwerth y contract. Mae’r holiaduron PQQ hefyd yn gwrthod, fel mater o drefn, yr ymgeiswyr trydydd sector hynny sy’n darparu un gwasanaeth mewn un lleoliad, ac maent yn ffafrio darparwyr cenedlaethol neu ranbarthol. Mae Guidestar yn cynnig ‘gwasanaeth gwybodaeth leol’ a gall cyllidwyr statudol lleol, am ffi tanysgrifio, gael mynediad at ddogfennau diwydrwydd dyladwy y mae’r elusennau sy’n tendro wedi’u llwytho i fyny ar wefan Guidestar.

Datblygu ar sail asedau

Canllaw ar Eiddo
Cyn hir bydd elusennau sy’n ystyried prynu eiddo yn gallu elwa ar ganllaw newydd gan y Sefydliad Eiddo Moesegol. Mae’r canllaw, a fydd yn weithredol ar wefan y sefydliad ar ôl 30 Mehefin, yn cynnwys adnoddau ar gyfer elusennau sy’n prynu am y tro cyntaf, gan gynnwys dogfennau enghreifftiol a chyfrifyddion ad-dalu morgeisi. Bydd yn cyd-fynd â chanllawiau eraill a gyhoeddwyd ganddo ar rentu eiddo, rheoli adeiladau ayb.

Rheolau enghreifftiol ar gyfer corff hawl gymunedol i brynu yn yr Alban
Mae gan wefan Skye and Lochalsh Community Toolkit fersiwn ddiweddar o’r Memorandwm ac Erthyglau Cymdeithasiad Enghreifftiol ar gyfer corff ‘hawl gymunedol i brynu’, wedi’i lunio gan Highlands and Islands Enterprise. Dyfarniadau yn rhoi gobaith TAW i elusennau
Gallai mwy o elusennau fod yn gymwys am TAW cyfradd sero ar waith adeiladu, ar ôl dau ddyfarniad mewn tribiwnlys TAW. Roedd Cyllid a Thollau EM wedi dweud wrth elusen yn yr Alban Quarriers y byddai’n rhaid iddi dalu TAW ar ganolfan asesiadau epileptig newydd ac ar ysgol i blant ag anawsterau emosiynol difrifol oherwydd bod y rhan fwyaf o’i harian wedi dod drwy gontractau llywodraeth ganol a lleol, a’i fod felly’n rhedeg fel busnes. Dyfarnodd tribiwnlys ar y ddau achos, oherwydd bod Quarriers yn ddibynnol ar roddion cyhoeddus i gyfannu ei gyllid, nad oedd mewn busnes a bod ganddi, felly, yr hawl i waith adeiladu heb dalu TAW.

Cysylltiadau elusennau gyda llywodraeth leol
Mae’r Comisiwn Elusennau wedi cyhoeddi, The Local Government Charity Toolkit llawlyfr cyfeirio am ddim ar y we sydd wedi’i gynllunio i gynorthwyo awdurdodau lleol i weithio gydag elusennau. Datblygwyd y pecyn gan y Comisiwn Elusennau, mewn cydweithrediad â’r Gymdeithas Llywodraeth Leol, y Gymdeithas Genedlaethol dros Weithredu Gwirfoddol a Chymunedol, a’r Comisiwn dros y Compact. Mae’r pecyn yn esbonio’r fframwaith cyfreithiol a chyllidol y mae’n rhaid i elusennau weithio o fewn iddynt - ac mae’n arweiniad defnyddiol i is-bwyllgorau a swyddogion sy’n gweinyddu asedau elusennol sydd yng ngofal y cyngor, ac mae wedi’i anelu hefyd at gynghorwyr neu unigolion eraill a enwebir gan yr awdurdod i wasanaethu fel ymddiriedolwyr elusennau.

Gwefan cynlluniau cymunedol wedi’i lansio
Mae un fenter gymdeithasol wedi lansio gwefan i hybu ymwybyddiaeth o gynlluniau a gwasanaethau cymunedol yng Nghymru a Lloegr. Mae Community Projects yn cynnig lle i hysbysebu am ddim i grwpiau cymunedol ac i brosiectau lleol a gefnogir gan ASau, cyd-grwpiau, yr heddlu, enwogion neu sêr chwaraeon. Crëwyd y wefan hon gan gwmni buddiannau cymunedol Community Projects, a bydd yn ceisio nawdd gan awdurdodau lleol, asiantaethau’r llywodraeth a busnesau lleol.

Mae’r trefnwyr yn dweud y gall prosiectau megis grwpiau ieuenctid, cynlluniau amgylcheddol neu gyfleusterau gofal plant ddefnyddio’r wefan yn ogystal ag amwynderau lleol gan gynnwys theatrau, pyllau nofio a thimau pêl-droed. Maent hefyd wedi cynnig creu proffil gwe-dudalen am ddim i grwpiau cymunedol sy’n amlinellu’u nodau a’u hamcanion, ynghyd â chymorth sefydlu a helpu gyda cheisiadau am grant. Aelodaeth a Lein Gymorth WCVA

Bob mis, mae dros 1,000 o fudiadau gwirfoddol yn elwa ar y wybodaeth, y newyddion, y wybodaeth ariannol a’r arbedion y byddant yn eu derbyn fel rhan o'r manteision o fod yn aelodau llawn o WCVA.

Mae aelodaeth lawn yn dechrau ar gyn rhated â £25 y flwyddyn, ac mae’n cynnwys: cylchgrawn i’r sector gwirfoddol ddwywaith y mis, e-hysbys ar gyfer aelodau bob pythefnos, a chwiliadau grant personol. Mae aelodau hefyd yn gallu hawlio disgownt oddi ar y canlynol: meddalwedd a chaledwedd cyfrifiaduron, telegyfathrebu, gwasanaethau cyfieithu, yswiriant, cynhyrchion corfforaethol a deunyddiau cyhoeddusrwydd.
