Charitable trusts
The Batty Charitable Trust
The Trust makes grants of between £1,000 and £10,000 to smaller charities throughout the UK, especially those working at grass roots and local level. Grants are one-off. The Trustees have wide interests, with the main stipulation being that grants should make a significant difference to your ability to do the work you have in mind. Application should be by letter addressed to the Charity Correspondent including all the obvious details about what you want, how much and why. You need to underline why the grant will make a significant difference to your work. A project budget should be supplied, and you need to send a signed copy of your latest accounts. There are no application deadlines, but you need to allow up to four months for a decision to be made. You should apply six months before you need the money. Application to: The Charity Correspondent, The Batty Charitable Trust, Rugby Chambers, 2 Rugby Street, London WC1N 3QU. Tel 020 7405 0225, e-mail info@battycharitabletrust.org.uk.

Grants can cover capital or revenue costs directly related to the project in question. This might include buildings, equipment or vehicles, or salaries, rent, heating, lighting and other on-going revenue needs. Applications are accepted at any time, but you must allow at least 12 weeks before the start date of your project for a decision to be made. Welsh Assembly Government’s Community Facilities and Activities Programme (CFAP) Review
CFAP has proved to be a highly successful grant programme and since its launch in 2002 a total of £59.6 million has been awarded to 633 projects across the length and breadth of Wales. The aim of the review was to ensure that we make the best possible use of the resources available so that we can continue to support the numerous community and voluntary organisations in Wales that have such a significant impact on the communities they represent.
The Deputy Minister for Regeneration has decided to delay finalising the review, in order to take into account the ongoing discussions that are taking place regarding the detailed criteria for the new Community Asset Transfer Fund (CAT). This will ensure that both Funds complement each other. He is therefore proposing to make an announcement regarding both of them once the criteria is finalised.
As a result of this the next bidding round which closes on 9th April will go ahead using the current criteria and applications forms. Further information can be obtained by telephoning the CFAP Team on 01685 729316 or by e-mailing
cfaphelp@wales.gsi.gov.uk
£1.3m for Assembly Government’s digital inclusion programme
Over £1.3million for the Assembly Government’s flagship digital inclusion programme Communities @ One has been announced by Deputy Minister for Regeneration, Leighton Andrews. The funding will ensure the continuation of the project, which encourages individuals and communities in the most deprived parts of Wales to access digital technology, until March 2009. Some of the £1,347,633 million will be used to match fund European monies already committed to extending the project. The programme, which is administered by the Wales Co-operative Centre on behalf of the Welsh Assembly Government, has supported more than 200 community groups and voluntary organisations in Communities First areas since its launch in 2006, providing more than £6m in grant funding.

Welsh Assembly Government Advocacy Grant Scheme 2008–2011
The Welsh Assembly Government has made available a further grants programme to support the development of advocacy in Wales. The programme will run from October 2008 until March 2011. After the completion of the initial grants round in August there are now two more grant rounds open.
Grant round one
Small grants up to £5,000 are available for the following purposes: training of staff, volunteers (including management committees) or service users; independent evaluation of your organisation; equipment where the application shows the clear benefit to the project/group that any additional equipment would provide. There will be no application forms for this round and organisations are asked to submit a written proposal of no more than one page of A4 together with an estimate of the cost from the training provider /independent evaluator, or for a proposed item of equipment. Training could be attendance at one off training events or groups working together to purchase a trainer ‘in house’.
Grant round two
A separate grant round will also operate for revenue costs for April 2009 to March 2011. You can apply for one year only, which will cover April 2009 to March 2010 or April 2010 to March 2011, or you can apply for a grant for a project that covers both years. We are keen to receive applications from those who provide advocacy for people with a learning disability from black and minority ethnic communities; people who have complex needs; people on the autistic spectrum (including Asperger Syndrome), as these groups of people are under represented in current advocacy provision.
Application forms and further information about the criteria for grant applicants are available from the British Institute of Learning Disabilities website or by telephone to Jennie Jevons on 01562 723010, e-mail j.jevons@bild.org.uk.

The CEMEX Community Fund has published revised application deadlines for 2009. The Fund provides grants from the Landfill Communities Fund to projects local to CEMEX quarry and landfill sites throughout England, Scotland and Wales. Projects should enhance local community facilities and places of interest close to CEMEX sites. The sites are widely distributed throughout England, Scotland and Wales, and the best way to see if you are close enough to one is to go to www.cemexlocations.co.uk/default.asp and enter your postcode. Planning
Charity reporting an accounting – have your say
All charities have to prepare their accounts and registered charities have to prepare a trustees’ annual report. Charitable companies and larger non-company charities (incomes greater than £100,000) must prepare accounts following the Statement of Recommended Practice – the SORP. The report and accounts tell the story about how much money your charity received and what it was spent it on but have you ever had your say in how the rules are made for telling that story? The Charity Commission is running a series of events to allow charity trustees, charity finance staff and other stakeholders to have their say about how charity reporting and accounting should develop in the future.
In partnership with WCVA, the Charity Commission is running two events to which WCVA members are invited:
- 20 February starting at 10am, WCVA office, Baltic House, Cardiff Bay
- 10 March starting at noon, WCVA office, Morfa Hall, Bath Street, Rhyl
Places are free of charge with refreshments and a light lunch provided but numbers are limited. To book your place e-mail Barbara.deuring@charitycommission.gsi.gov.uk advising your name, charity or organisation, contact details, and please advise any food allergies or preferences (eg vegan or vegetarian).
For more details about these events please view the Charity Commission website.

Giving and public fundraising
Giving Wales
It is estimated that individual donors gave 9.5 billion pounds to charity in 2006/7 and claimed back 830 million pounds in Gift Aid but charities are still missing out on millions of pounds because they are not aware of tax-effective giving mechanisms.
The Giving Wales campaign is jointly delivered with the Institute of Fundraising Cymru and funded by the Welsh Assembly Government to make charities aware of the range of tax-effective giving methods available to them, encourage charities to promote tax-effective giving and hence increase their income.
Eileen Kinsman, newly appointed Giving Wales Officer, states: ‘In the current economic climate tax-effective giving opportunities can provide important sources of additional income for charities. Many people are reassessing their financial priorities, they want to contribute to their communities but they want to do so in a planned way, which will benefit both them and their chosen charities, for instance, through Payroll Giving. Giving Wales aims to provide all voluntary sector organisations in Wales with practical tools to increase the uptake of tax-effective methods of giving, and to ensure that organisations also have access to accredited training linked to the Fundraising National Occupational Standards.’
If you would like advice on tax-effective giving or to register for a Giving Wales Information Pack please call WCVA Helpdesk/Lein Gymorth 0800 2888 329 or email givingwales@wcva.org.uk.
Major donors 'will continue support in recession'
Major donors will remain committed to supporting charitable causes with some likely to donate more during the recession, according to a report published by Philanthropy UK.
The £10.6bn Question report claims that feelings of panic in the sector are not being mirrored by donors, but they are being more cautious. Philanthropists are likely to change the way they give rather than the amount and they will be more focused on the impact made by organisations as well as how efficiency they operate, the report suggests.
Charities are advised that philanthropists will be looking for greater accountability and transparency. They must be clear about their mission and focus on organisational development and governance while reducing unnecessary costs and diversifying funding sources.

HMRC amends Gift Aid declaration forms
HMRC has amended its pro forma Gift Aid declarations to take into account the reduction in basic-rate tax to 20p in the pound and transitional relief. Charities must use the updated forms in order to claim Gift Aid on new donations. Wrongly phrased Gift Aid declarations can be declared as invalid by HMRC and as a result you could be required to repay your Gift Aid claims back to HMRC. Existing regular donors will not need to replace their Gift Aid declarations with new ones. Donations not already covered by an existing valid Gift Aid declaration only will need to use the updated pro formas.
Further details are available byt clicking here.

Lite version of Gift Aid management system
GIftEase Lite, a Gift Aid recording and claiming database, is to become available at no charge from 1st December. Charities can register their interest here.

Loan finance
Credit unions see membership triple
Credit unions have seen their membership triple and their loan portfolios increase five-fold in the past decade, according to a report from the Association of British Credit Unions and the Co-operative Bank. The Breaking Through to the Future report also suggests the majority of credit unions anticipate further growth in the future.
The report also sets out the key strategic issues for the future and concludes that the potential for the sector to grow further is significant, providing credit unions collaborate to achieve economies of scale and greater innovation. The interim report is available on the Research Unit for Financial Inclusion website.
(Source: Third Sector)
Is loan finance for you?
Loan finance may not be for everyone but, where conditions are right, it can bring real benefits to voluntary and community organisations. WCVA’s Sustainable Funding Cymru has developed a series of case studies of organisations that have used loan finance as part of a ‘mixed’ funding and finance package to drive organisational growth and work towards financial sustainability. Download the case studies now from the Sustainable Funding Cymru website.

Social enterprises in West Wales and the Valleys will benefit from a £7 million project to help them grow
The Social Enterprise Support Project, made possible with £3.5 million through the European Union’s Convergence programmes, and £3.5 million match funding from the Welsh Assembly Government, will be delivered by the Wales Co-operative Centre. The new project will raise awareness of the contribution social enterprises make to social and economic regeneration. It will also aim to identify gaps in service provision in some of Wales’ most deprived areas and undertake research into new opportunities.
In addition, the project will provide advice and support for pre-start social enterprises through a mentoring service, training and highlighting other agencies that can offer on-going help. The Social Enterprise Support Project will help at least 150 existing organisations and aims to create more than 50 new social enterprises and 300 jobs as part of a five-year programme to develop the sustainability and growth of such organisations in Wales.
Example risk assessment for charity shops

Piloting more community asset transfers
The third round of the Advancing Assets for Communities demonstration programme has been launched for another 30 areas across England. This will seek to show how local authorities and local community-led third sector organisations can be supported to develop joint plans for asset transfer and to begin to implement them within specific projects. Expressions of interest required by 30th January, see Development Trust Association web site.
Community ownership and management of assets
Public policy is encouraging the community ownership and management of assets (including buildings and land) in England and there are similar moves in Scotland, Wales and Northern Ireland. Amcangyfrifir bod rhoddwyr unigol wedi rhoi 9.5 biliwn o bunnoedd i elusennau yn 2006/7 a hawliwyd 830 miliwn o bunnoedd yn ôl mewn Cymorth Rhodd ond mae elusennau’n dal yn colli miliynau o bunnoedd oherwydd nad ydynt yn gwybod am fecanweithiau rhoi treth effeithiol.
Caiff yr ymgyrch Cymru’n Rhoi ei gweithredu ar y cyd gyda Sefydliad Codi Arian Cymru ac fe’i hariennir gan Lywodraeth Cynulliad Cymru i sicrhau bod elusennau’n gwybod am yr amrywiaeth o ddulliau treth effeithiol sydd ar gael iddynt, gan annog elusennau i hyrwyddo rhoi treth effeithiol a thrwy hynny gynyddu eu hincwm.
Dywed Eileen Kinsman, sydd newydd gael ei phenodi yn Swyddog Cymru’n Rhoi: ‘Yn yr hinsawdd economaidd bresennol, gall cyfleoedd rhoi treth effeithiol ddarparu ffynonellau pwysig o incwm ychwanegol i elusennau. Mae nifer o bobl yn ailasesu eu blaenoriaethau ariannol, mae arnynt eisiau cyfrannu at eu cymunedau ond mae arnynt eisiau gwneud hynny mewn ffordd wedi’i chynllunio, a fydd o fudd iddyn nhw a’u helusennau penodol, er enghraifft, drwy Roi drwy’r Gyflogres. Bydd rhoddwyr mawr ‘yn parhau â’u nawdd yn ystod dirwasgiad’
Bydd rhoddwyr mawr yn dal i ymroi i gefnogi achosion elusennol ac mae rhai’n debygol o roi mwy yn ystod y dirwasgiad, yn ôl adroddiad a gyhoeddwyd gan Philanthropy UK.
Mae adroddiad The £10.6bn Question yn honni nad yw’r teimladau o banig yn y sector yn cael eu hadlewyrchu ymysg rhoddwyr, ond eu bod yn fwy gofalus. Mae dyngarwyr yn debygol o newid eu ffordd o roi yn hytrach na’r swm a byddant yn canolbwyntio mwy ar yr effaith a gaiff mudiadau yn ogystal â pha mor effeithiol y maent yn gweithredu, mae’r adroddiad yn awgrymu.
Dywedir wrth elusennau y bydd dyngarwyr yn chwilio am fwy o atebolrwydd a thryloywder. Rhaid iddynt fod yn glir ynglŷn â’u cenhadaeth a chanolbwyntio ar ddatblygu eu sefydliad a’u trefn lywodraethu ond, ar yr un pryd, bydd disgwyl iddynt leihau costau dianghenraid a denu cyllid o ffynonellau mwy amrywiol.

Datblygu ar sail asedau
Treialu rhagor o drosglwyddiadau asedau cymunedol
Cafodd trydedd rownd rhaglen arddangos Advancing Assets for Communities ei lansio i 30 o ardaloedd eraill ar draws Lloegr. Byddir yn ceisio dangos sut mae modd cynorthwyo awdurdodau lleol a mudiadau trydydd sector dan arweiniad y gymuned leol i ddatblygu cynlluniau ar y cyd i drosglwyddo asedau ac i ddechrau eu gweithredu o fewn prosiectau penodol. Mae angen datganiadau o ddiddordeb erbyn 30ain Ionawr. Gweler gwefan Cymdeithas yr Ymddiriedolaethau Datblygu.
Cymunedau yn berchen ar ac yn rheoli asedau
Mae polisi cyhoeddus yn Lloegr yn annog y dylai asedau (yn cynnwys tir ac adeiladau) fod yn eiddo i gymunedau a chael eu rheoli ganddynt ac mae symudiadau tebyg ar y gweill yng Nghymru, yr Alban a Gogledd Iwerddon. Mae Sefydliad Joseph Rowntree wedi cyhoeddi adroddiad yn adolygu’r dystiolaeth o ran maint y gweithgarwch ar hyn o bryd, y manteision sy’n deillio o hyn a’r ffactorau sy’n gymorth i hyn ddigwydd www.jrf.org.uk/bookshop/details.asp?pubID=1042
