Welcome to Funding news! This newsletter is produced for WCVA e-members who have signed up to receive information about funding and replaces the previously successful e-Xtra. Funding news will continue to provide information on funding opportunities and much, much more.

Funding news is produced by WCVA’s Sustainable funding team. This is a new resource funded by the Big Lottery Fund that has been developed to meet the needs of organisations wishing to adopt a sustainable funding approach and are looking for funding, ranging from grants, loan finance and payroll giving through to trading, procurement or public service delivery. We aim to bring you all the latest news on funding issues affecting the third sector and signpost you to information sources, training and events.

Charitable trusts

Architectural Heritage Fund
The Architectural Heritage Fund (AHF) has published its application closing dates for 2009. The Fund provides grants and low-cost loans for the conservation of listed or scheduled buildings, or those in conservation areas, within the UK. Applicants must be registered charities or Building Preservation Trusts. Grants for repair are not available, only grants for conservation appraisal. There are extensive guidance notes for both grants and loans. There are quarterly application deadlines, and the next three for 2009 are 7 May, 13 August and 22 October.

Senior Volunteering
This new and exciting action is aimed to help you build a lasting collaboration with another European organisation around a specific theme or activity or target group, through the exchange of senior volunteers (aged 50 or over). If you haven’t found a partner yet, the Senior European Volunteers Exchange Network (SEVEN Network) has launched a partner-finding tool for Grundtvig Senior Volunteering Projects on their website. The deadline for this action is 31 March 2009.

National Lottery Awards
The National Lottery Awards are an annual search to find the UK's favourite Lottery-funded projects. Now in their sixth year, the Awards aim to recognise the incredible difference that Lottery-funded projects, both large and small, have made to people, places and communities, all across the UK. The Awards also aim to celebrate the talent, hard work and amazing dedication of the people involved in running Lottery-funded projects. Nominations for the Awards must be received by 13 March. Future Funding Survey
This survey is part of a piece of work funded by the New Ideas Fund from the Welsh Assembly Government that seeks to identify ways in which organisations can be encouraged to diversify their funding and what help could be provided to help them develop new funding opportunities in the future. Arson small grants programme
The Welsh Assembly Government is seeking applications to an Arson Small Grants Programme for 2009-2010 and 2010-2011. The programme is aimed at small local projects that will lead to a reduction in arson and which meet the terms laid out in the Wales Arson Reduction Strategy published in October 2007. A total of £300,000 is available in each of the next two years, and grants can be for up to £10,000. European

New £29m scheme underway
A new procurement scheme that will make £29m of European funds available to Welsh organisations is now open for business. Managed by WCVA, the Engagement Gateway will tackle economic inactivity in Wales by investing in organisations that support disadvantaged groups towards employment.

WCVA has now set up an approved supplier list that organisations wishing to get involved are required to join. To join the approved supplier list, organisations will need to complete and submit a pre-qualification questionnaire (PQQ) before the first invitations to tender are issued in August.

Progress On 2007-2013 European Structural Fund Programmes
As of 12 January 2008, the Welsh European Funding Office have announced that a total of 61 projects have been approved representing a total project investment of over £1 billion (EU grant of some £520 million) across Wales. Some 38% (£480m) of total programmes' resources are being invested in business, 50% (£470m) in people and 11% (£128m) for community regeneration, the environment and transport. Full details of those projects approved and those submitted as expressions of interest can be found on the WEFO website.

Live tender opportunities
COASTAL Procurement Plan

A procurement plan for the Creating Opportunities And Skills Teams Alliance, ('COASTAL') project is now available on the Swansea City Council website: http://www.swansea.gov.uk/coastalproject. The plan explains how contracts will be divided into lots, and the difference between the primary, secondary and tertiary contracts. Notices for each level of contracts will be posted on www.Sell2Wales.co.uk . Timescales may vary.

The COASTAL Project is a Regional Strategic Project covering the local authority areas of Bridgend, Neath Port Talbot, Swansea, Carmarthenshire, Pembrokeshire and Ceredigion.

The project is aimed at the promotion of vocational guidance, employment, skills training and lifelong learning opportunities for individuals who are currently economically inactive as a result of illness, disability, (Mental Illness, Learning Disability, Physical Disability, Sensory Impairment) substance misuse problems and/or the serious social disadvantage associated with the transition from long-term care into adulthood.

Communities and Nature (CAN) - Small Value Projects (066/CAN)

The Countryside Council for Wales (CCW) is preparing to manage an umbrella project called Communities and Nature (CAN), partially funded by the EU Programme "ERDF Convergence Fund for West Wales and Valleys". The central aim of CAN is to innovatively capitalise on the natural environment of Wales to generate sustainable jobs and enable a greater number and wider range of Wales’ residents to access these new opportunities.

To this end CCW is seeking innovative project ideas from organisations with the aim of developing some ideas submitted, through a process of dialogue, to the stage where a contract can be awarded. This notice is seeking self contained projects ideas up to a total individual value of £250,000. Regions – where goods / services / works are to be supplied / conducted: Isle of Anglesey, Conwy, Denbighshire, Gwynedd, Ceredigion, Bridgend and South West Wales.

Without WEFO funding this project will not proceed, and therefore pending their agreement of our business plan this notice may be withdrawn. If WEFO approval is obtained a non-OJEU Notice will be advertised on Buy4Wales, that notice will specify, in detail, the procurement dialogue process and the criteria that will be used.

Grundtvig Assistantships – Deadline 31 March 2009
The Grundtvig programme is part of the European Commission’s Lifelong Learning programme. Grundtvig Assistantships funding is open to anyone working in adult education. Grants are available to go on a work placement to another adult education organisation in Europe. The duration of the assistantship should be over 12 weeks and no more than 45 weeks. There is also an opportunity for organisations to host an assistant from overseas. The application form is available on www.grundtvig.org.uk

New project targets co-operatives, social enterprises and social entrepreneurs
The Wales Co-operative Centre’s Social Enterprise Support Project is now underway. The project supports the development and growth of social entrepreneurship, social enterprises and co-operatives in the Convergence areas of Wales, and aims to create 300 jobs as part of a 5 year programme. Existing social enterprises, co-operatives and those considering the establishment of any form of social enterprise will be eligible for support.

Awards

B&Q one planet living awards
B&Q, the do-it-yourself superstore business, is inviting applications to its One Planet Living Awards for 2009. This is the second year of the Awards, which were previously known as ‘You Can Do It’. To celebrate B&Q’s 40th year in business the Awards have been extended this year, with almost twice the number of winners than last year. Community organisations and charities across the UK and Ireland can win between £2,000 and £10,000 worth of B&Q products to do up their premises or provide materials for their project. Changing Lives Awards
The Changing Lives Awards are grants of up to £2500 for single homeless people, or for those who have experienced homelessness in the past five years. They help people move towards work by: financing a work-related course; funding tools or equipment to carry out a job or become self-employed. The deadline for applications is 13 March 2009. Further details are available from changing.lives@crisis.org.uk.

National GO Awards
The GO Awards aim to recognise excellence within procurement, and the benefits to the wider business and social community that smart, effective and sustainable purchasing can deliver. The GO Award categories, which have been updated for 2009, highlight the wide range of vital activities that are undertaken by procurement professionals, from maintaining supplier partnerships to process innovation and from cross-functional initiatives to developing their own professionalism – all built upon the management of the organisation’s external resource base. WCVA draws up recession action plan for charities
WCVA has drawn up an action plan designed to help them weather the impact of the recession. The plan aims to address widespread concerns about cuts in spending and services by asking the third sector’s funders and the sector itself to:

  • Honour their commitments to maintain current levels of funding - and not make random, disproportionate, or inappropriate cuts
  • Increase funding to areas experiencing higher levels of demand as a result of the recession
  • Maintain continuity of service delivery at a time of great personal and organisational uncertainty

WCVA Chief Executive Graham Benfield OBE said: ‘Many organisations are concerned that their grants may be cut next year, just at the time when demand for their services is increasing. There is no justification for cutting support to the sector at this time – indeed, it needs to increase. ‘Wait and see is not a responsible option - but the measures proposed here to collect data, anticipate, and act, will help the sector meet its responsibilities and make its contribution to the difficult time ahead.’

Recommendations in The Third Sector and the Recession in Wales - Toward an Action Plan include that Job Centre+ works with WCVA to pilot a community allowance scheme. This would enable community organisations to pay people for work that strengthens their community without it affecting any of their benefits. The paper says that the main impacts of the recession on the sector are likely to include increased demand for the services of some organisations, a decline in income for many, and increased interest in mutual and not for profit solutions and institutions.

This month’s tool, NCVO’s online impact assessment tool sorting and prioritising key drivers. One way of sorting drivers that are important to your organisation is to consider the level of their impact and predictability. You might want to prioritise, for example, those with a potentially high impact that are predictable. Download NCVO’s impact assessment grid and have a go at prioritising some of the drivers on the website. Try it.

Giving and public fundraising

Response rates up for cash prize draws
Response rates to direct mail campaigns offering cash prize draws have increased by 50 per cent in the past 12 months, according to figures from fundraising firm CSDM. It said the proportion of existing supporters that responded to monthly raffle or lottery mailings increased from 10 per cent in January 2008 to 15 per cent in January 2009. Chris Stoddard, chief executive of CSDM, said cash prizes had a strong appeal at the moment. ‘The credit crunch means people are attracted by cash prizes,’ he said. ‘That incentive is having quite an impact.’

Institute's Code: Telephone Fundraising
Another of the Institute’s Codes of Practice, Telephone Fundraising, has recently been updated by the Legal Review Committee. Fundraising organisations may call supporters for a number of reasons including thanking donors or recruiting volunteers. However, the Telephone Fundraising Code of Fundraising Practice refers specifically to calls that are made to solicit money from both cold and warm donors. Telephone fundraising can be a very effective way of engaging new donors or upgrading warm contacts but it is essential that best practice and legal standards are met. Treasury agrees to work on 'opt-out' system for Gift Aid
Hopes are rising among voluntary sector leaders that the Treasury is willing to change Gift Aid from an 'opt-in' to an 'opt-out' system. This would mean donors would no longer have to declare that they were taxpayers and give permission for the tax they had paid on their donations to go to charity. Instead, charities would record donors' names and addresses and send them a letter explaining that the tax would be claimed back by the charity unless they objected.

Optimism that the change could come into effect from 2010 onwards grew after a meeting last week between sector leaders and Stephen Timms, the Financial Secretary to the Treasury.
The meeting took place after last week's publication of the third sector action plan, which committed £42.5m to programmes for volunteering, modernisation and grants in deprived areas.

Under the plan, HM Revenue & Customs will complete its research on Gift Aid and higher-rate taxpayers by September. Higher-rate taxpayers can claim back the difference between standard and higher-rate tax on donations. If the research shows that the tax break is little used and does not motivate people to give, it would strengthen the case for giving the difference to charities instead.

Loan finance

Boom in loans from social lender
Social lender Triodos Bank increased its lending to charities and social enterprises by more than 25 per cent in 2008. Triodos said lending requests from the third sector had continued to be exceptionally high in early 2009.

Sue Cooper, leader of the Triodos social banking team, said part of the reason was that high-street lenders were reluctant to lend to the third sector. ‘This is not an easy time for the third sector,’ she said. ‘Corporate and individual donations are dropping and many banks are simply taking a blanket view that the sector is too fragile financially to lend to. Triodos doesn't hold that view. We believe there are strong opportunities for growth still out there.’ She said the rise in lending requests showed that social businesses were still optimistic about growth. There were particular opportunities for growth in the health sector and for organisations interested in buying property, she added. (Source: Third Sector)

Banks 'will embrace social enterprises'
Social enterprises will find it easier in future to secure bank loans, the chairman of business banking at the Royal Bank of Scotland has predicted. Peter Ibbetson told delegates at social enterprise conference Voice09 in Birmingham that banks would come to understand social enterprises better over the next few years, which would make loan deals more straightforward.

’I think we will have a change in how banks support social enterprises,’ he said. ‘I suspect that banks will see more value in supporting communities.’ Ibbetson said he believed it would be a gradual and difficult process to help banks understand how the social enterprise model worked – but once they did, they would become more sympathetic towards it. ‘Banks will lend money to any business they think is sustainable,’ he said. ‘If social enterprise is sustainable, they should be willing to support it.’

New plan to boost social enterprises in Wales
The Deputy Minister for Regeneration has launched a new plan aimed at strengthening the social enterprise sector in Wales. The Social Enterprise Action Plan sets out how the Welsh Assembly Government will work with partner organizations to promote social enterprises in Wales to create a sector that will support community and economic regeneration and create local jobs.

The plan contains 20 key actions to help the sector expand, to grow existing ventures and help new social enterprises to become established. A new organization to champion social enterprise and deliver key parts of the plan will be established. Social Enterprise Coalition Cymru will run an awareness raising campaign, recruit pathfinder enterprises to help other organisations develop, encourage young social entrepreneurs and host conferences on social enterprise.The Coalition will work with the Wales Co-op Centre, which has already been successful in securing European convergence funding and Welsh Assembly Government match funding worth a total on £7.1 million for the Social Enterprise Support Project.

A new group will also be created to advise Ministers on social enterprise. The Ministerial Advisory Group will create a direct link between Ministers and social enterprise experts. Appointments to the group will be made later in the year. The plan also includes the development of the Community Asset Transfer Fund an £8 million fund to help third sector organizations and social enterprises renovate public buildings to offer services to the community.

Guide to retaining funding
The Local Grants Forum, a partnership of national organisations campaigning to safeguard local third sector grants, has launched a free guide to help voluntary groups keep their public sector funding.

Defending Local Grants is intended to provide local groups with advice to help them negotiate with councillors, commissioners and procurement officers over funding for local communities. The guide provides links to publicly available documents and is intended to arm voluntary groups with information on issues such as how funders make funding decisions.

Guidance for local authorities on commissioning public services
New guidance from the Commission for the Compact in England is designed to improve working relationships between commissioners of services in national and local public sector bodies and third sector organisations in England. Download Commissioning Guidance.

New report unveils charities in Wales
(Immediate Release - 28 January 2009)
For the first time, information about the Welsh charitable sector has been brought together and analysed to produce an overview of charities in Wales. The report, A snapshot of charities in Wales, is being published today by the Charity Commission, the independent regulator for charitable activity in England and Wales.

The new report includes a range of previously unpublished information on the activity of Welsh charities registered with the Commission, including the following key findings:

  • There are just over 9,000 registered charities in Wales;
  • They have a combined income of just under £1bn;
  • They have 41,839 trustees, an average of five per charity;
  • 90% of them carry out their work solely in Wales;
  • 13 Welsh charities have an annual income of over £10m;
  • Around 250 new charities are registered in Wales each year;
  • Almost half (46%) of the charities provide education and training as part of their work.

New NCVO Funding Commission launched in England
Eleven Funding Commissioners tasked with looking at future funding of the voluntary and community sector in England met for the first time and will report back in a year. Widespread consultation with the sector will take place and everyone will be given the opportunity to contribute at a series of regional events or by written submission.

The Chair of the new Funding Commission is Rachel Lomax, former Deputy Governor of the Bank of England and commented: ‘The new Funding Commission is very well timed. There is a real risk that the recession will put a severe squeeze on the voluntary sector and wider civil society. Demands are bound to increase just as funding becomes more difficult. ‘The Commission will consult widely on how the voluntary and community sector can rise to this challenge, and move towards a more securely funded longer- term future.’

Tackling and surviving the downturn
Charity chief executives' body Acevo has published a special supplement Surviving the Economic Downturn - A Charity's Guide. This is a compilation of advice from key experts in the fields of HR, fundraising and finance, which can be downloaded (large pdf, 4.31MB) but is 'protected' by a Captcha device requiring cookies.

The Local Government Association and NCVO have jointly published Backing Communities: local solutions, to highlight some of the positive ways in which local authorities can work with voluntary and community organisations in response to the recession. Pdf, 612KB.

Gwobrau’r Loteri Genedlaethol
Mae Gwobrau’r Loteri Genedlaethol yn ymgyrch flynyddol i ddod o hyd i hoff brosiectau’r DU sy’n cael eu hariannu gan arian y Loteri. Bellach yn eu chweched blwyddyn, nod y Gwobrau yw cydnabod y gwahaniaeth enfawr y mae prosiectau sydd wedi derbyn arian y Loteri, boed fawr neu fach, wedi’i wneud i bobl, lleoedd a chymunedau, ym mhob rhan o’r DU. Mae’r Gwobrau hefyd yn gyfle i ddathlu talent, gwaith caled ac ymroddiad diwyro’r bobl hynny sy’n rhedeg prosiectau sy’n cael eu hariannu gan y Loteri. Mae’r arolwg hwn yn rhan o ddarn o waith a ariennir gan y Gronfa Syniadau Newydd gan Lywodraeth Cynulliad Cymru sy’n ceisio canfod ffyrdd o annog sefydliadau i amrywio eu nawdd a pha help y gellid ei ddarparu i’w helpu i ddatblygu cyfleoedd newydd i gael nawdd i’r dyfodol. Rhaglen Grantiau Bach Tanau Bwriadol
Mae Llywodraeth Cynulliad Cymru yn gwahodd ceisiadau ar gyfer y Rhaglen Grantiau Bach Tanau Bwriadol ar gyfer 2009-2010 a 2010-2011. Mae’r rhaglen wedi’i hanelu at brosiectau bach lleol a fydd yn arwain at ostyngiad mewn tanau bwriadol ac sy’n cwrdd â’r amodau sydd wedi’u cynnwys yn Strategaeth Lleihau Tanau Bwriadol Cymru, a gyhoeddwyd ym mis Hydref 2007. Bydd cyfanswm o £300,000 ar gael ym mhob un o’r ddwy flynedd nesaf, a gall grantiau gwerth hyd at £10,000 fod ar gael. Cynllun newydd gwerth £29m yn yr arfaeth
Mae cynllun caffael newydd a fydd yn sicrhau bod £29m o arian Ewropeaidd ar gael i sefydliadau Cymru yn awr ar agor. Mae’r cynllun Porth Ymgysylltu dan ofal WCVA, a bydd yn mynd i’r afael ag anweithgarwch economaidd yng Nghymru drwy fuddsoddi mewn sefydliadau sy’n cynorthwyo grwpiau dan anfantais i gael cyflogaeth.

Mae WCVA yn awr wedi sefydlu rhestr o gyflenwyr cymeradwy y mae’n ofynnol i sefydliadau sydd eisiau bod yn gysylltiedig â’r cynllun ymuno â hi. I ymuno â’r rhestr gyflenwyr, bydd angen i sefydliadau gwblhau a chyflwyno holiadur cyn cymhwyso cyn y rhyddheir y gwahoddiadau cyntaf i dendro yn Awst.

Y Diweddaraf Am Raglenni Cronfeydd Strwythurol 2007-2013
Ar 12 Ionawr 2008 cyhoeddodd Swyddfa Cyllid Ewropeaidd Cymru (SCEC) fod cyfanswm o 61 o brosiectau wedi eu cymeradwyo, sy'n golygu bod swm o fwy nag £1 biliwn (gan gynnwys grant o ryw £520 miliwn gan yr UE) wedi ei fuddsoddi mewn prosiectau ar draws Cymru. Buddsoddir 38% (£480 miliwn) o gyfanswm adnoddau'r rhaglenni mewn busnesau, 50% (£470 miliwn) mewn pobl ac 11% (£128 miliwn) ar gyfer adfywio cymunedol, yr amgylchedd a thrafnidiaeth. Mae manylion llawn am y prosiectau a gymeradwywyd ac am y darpar brosiectau a gyflwynwyd a ffurf mynegiannau o ddiddordeb ar gael ar wefan SCEC.

Cyfleoedd i dendro cyfredol
Cynllun Caffael COASTAL
Mae cynllun caffael ar gyfer y prosiect Cynghrair Creu Cyfleoedd a Thimau Sgiliau, ('COASTAL) yn awr ar gael ar wefan Cyngor Dinas Abertawe: www.swansea.gov.uk/coastalproject. Mae’r cynllun yn esbonio sut y rhennir contractau’n lotiau, a’r gwahaniaeth rhwng y contractau sylfaenol, y contractau eilaidd a’r contractau trydyddol. Bydd rhybuddion ar gyfer contractau pob lefel yn cael eu rhoi ar www.gwerthwchigymru.co.uk . Gall yr amserlenni amrywio.

Prosiect Strategol Rhanbarthol sy’n cwmpasu ardaloedd awdurdodau lleol Pen-y-bont ar Ogwr, Castell-nedd Port Talbot, Abertawe, Sir Gaerfyrddin, Sir Benfro a Cheredigion yw prosiect COASTAL.

Nod y prosiect yw hybu arweiniad galwedigaethol, cyflogaeth, hyfforddiant sgiliau a chyfleoedd dysgu gydol oes i unigolion sy’n economaidd anweithgar ar hyn o bryd oherwydd gwaeledd, anabledd, (Salwch Meddwl, Anabledd Dysgu, Anabledd Corfforol, Nam ar y Synhwyrau) problemau camddefnyddio sylweddau a/neu’r anfantais gymdeithasol ddifrifol sy’n gysylltiedig â’r trawsnewid o ofal tymor hir i fod yn oedolyn.

Cymunedau a Natur (CAN) – Prosiectau Gwerth Bychan (066/CAN)

Mae Cyngor Cefn Gwlad Cymru’n paratoi i reoli prosiect ymbarél o’r enw Cymunedau a Natur (CAN), sy’n cael ei ran-ariannu gan y Rhaglen UE "Cronfa Gydgyfeirio ERDF ar gyfer Gorllewin Cymru a’r Cymoedd". Nod canolog CAN yw elwa mewn modd arloesol o amgylchedd naturiol Cymru er mwyn creu swyddi cynaliadwy a galluogi nifer fwy ac ystod ehangach o drigolion Cymru i gael gafael ar y cyfleoedd newydd hyn.

I’r perwyl hwn, mae’r Cyngor Cefn Gwlad yn chwilio am syniadau am brosiectau arloesol gan sefydliadau, gyda’r nod o ddatblygu rhai syniadau a gyflwynir, drwy broses o ddeialog, i’r cam lle gellir dyfarnu contract. Mae’r rhybudd hwn yn ceisio syniadau am brosiect hunangynhaliol hyd at uchafswm gwerth unigol o £250,000. Rhanbarthau - lle bydd y nwyddau / gwasanaethau / gwaith yn cael eu cyflenwi / eu cynnal: Ynys Môn, Conwy, Sir Ddinbych, Gwynedd, Ceredigion, Pen-y-bont ar Ogwr a De Orllewin Cymru.

Heb nawdd gan WEFO ni fydd y prosiect hwn yn mynd rhagddo, ac felly, wrth aros iddynt gytuno â’r cynllun busnes, mae’n bosib y caiff y rhybudd hwn ei dynnu’n ôl. Os ceir cymeradwyaeth WEFO bydd Rhybudd heb fod yn OJEU yn cael ei hysbysebu ar PrynwchiGymru; bydd y rhybudd hwnnw’n nodi, yn fanwl, y broses ddeialog o safbwynt caffael a’r meini prawf a ddefnyddir.

Is-ddarlithyddiaethau Grundtvig – Dyddiad Cau 31 Mawrth 2009
Mae rhaglen Grundtvig yn rhan o raglen Dysgu Gydol Oes y Comisiwn Ewropeaidd. Mae nawdd Is-ddarlithyddiaethau Grundtvig yn agored i unrhyw un sy’n gweithio ym maes addysg i oedolion. Mae grantiau ar gael i fynd ar leoliad gwaith i sefydliad addysg i oedolion arall yn Ewrop. Dylai hyd yr Is-ddarlithyddiaeth fod dros 12 wythnos ond heb fod dros 45 wythnos. Prosiect newydd yn targedu cwmnïau cydweithredol, mentrau cymdeithasol ac entrepreneuriaid cymdeithasol
Mae Prosiect Cymorth i Fentrau Cymdeithasol Canolfan Cydweithredol Cymru bellach yn mynd rhagddo. Mae’r prosiect yn rhoi cefnogaeth i ddatblygiad a thwf entrepreneuriaeth gymdeithasol, mentrau cymdeithasol a chwmnïau cydweithredol yn ardaloedd Cydgyfeirio Cymru, a’i nod yw creu 300 o swyddi fel rhan o raglen 5 mlynedd. Bydd mentrau cymdeithasol sy’n bodoli eisoes, cwmnïau cydweithredol a’r rheini sy’n ystyried sefydlu menter gymdeithasol ar unrhyw ffurf yn gymwys am gefnogaeth.

Gwobrau a Dyfarniadau

Gwobrau One Planet Living B&Q
Mae’r siop gadwyn B&Q yn gwahodd ceisiadau ar gyfer ei Gwobrau One Planet Living ar gyfer 2009. Dyma ail flwyddyn y Gwobrau, a oedd yn arfer cael eu hadnabod wrth yr enw ‘You Can Do It’. I ddathlu 40 mlynedd o fodolaeth B&Q, mae’r gwobrau wedi cael eu hymestyn eleni, gyda bron ddwywaith nifer y buddugwyr eleni o’i gymharu â’r llynedd. Gall mudiadau cymunedol ac elusennau o bob rhan o’r DU ac Iwerddon ennill rhwng £2,000 a £10,000 o nwyddau B&Q i adnewyddu eu hadeilad neu ddarparu defnyddiau ar gyfer eu prosiectau. Grantiau Changing Lives
Mae’r Grantiau Changing Lives yn grantiau gwerth hyd at £2500 ar gyfer pobl sengl digartref, neu rai sydd wedi profi digartrefedd yn ystod y pum mlynedd diwethaf. Maent yn cynorthwyo pobl i symud tuag at waith trwy: dalu am gwrs sy’n gysylltiedig â gwaith; talu am offer neu arfau i wneud gwaith neu fod yn hunan gyflogedig. Y dyddiad cau ar gyfer derbyn ceisiadau yw 13 Mawrth 2009. Mae manylion pellach ar gael oddi wrth changing.lives@crisis.org.uk.

Gwobrau GO Cenedlaethol
Nod y Gwobrau GO yw cydnabod rhagoriaeth mewn caffael, a’r buddiannau a all ddod i fusnesau a’r gymuned yn gyffredinol yn sgil pryniadau doeth, effeithiol a chynaliadwy. Mae categorïau’r Gwobrau GO, sydd wedi’u diweddaru ar gyfer 2009, yn tynnu sylw at yr amrywiaeth eang o weithgareddau holl bwysig y mae gweithwyr caffael proffesiynol yn ymgymryd â hwy, o gynnal partneriaethau gyda chyflenwyr i arloesedd prosesau, o gynlluniau traws swyddogaethol i ddatblygu eu proffesiynoldeb eu hunain – i gyd yn seiliedig ar reoli sylfaen adnoddau allanol y sefydliad. Fel un sy’n tanysgrifio i Newyddion nawdd hoffem eich gwahodd i gwblhau ein harolwg i ganfod faint ydych yn ei ddefnyddio ar y bwletin ac a ydych yn fodlon ag ef. Bydd canlyniad yr arolwg hwn yn ein helpu i ddeall yn well anghenion ein darllenwyr presennol a gwella cynnwys a dyluniad y bwletin.

WCVA yn llunio cynllun gweithredu ar gyfer y dirwasgiad i elusennau
Mae WCVA wedi gwneud cynllun gweithredu a fwriedir i’w helpu i ymdopi ag effaith y dirwasgiad. Nod y cynllun yw rhoi sylw i’r pryderon cyffredin am y toriadau mewn gwariant a gwasanaethau drwy ofyn i noddwyr y trydydd sector a’r sector ei hun i:

  • Anrhydeddu eu hymrwymiadau i gynnal y lefelau nawdd presennol – a pheidio â gwneud toriadau amhriodol, anghymesur ac ar hap
  • Cynyddu nawdd i feysydd sy’n wynebu lefelau galw uwch o ganlyniad i’r dirwasgiad
  • Cynnal parhad darpariaeth gwasanaethau ar adeg o ansicrwydd mawr i unigolion a sefydliadau

Meddai Prif Weithredwr WCVA Graham Benfield OBE: ‘Mae llawer o sefydliadau’n pryderu y gall eu grantiau gael eu torri'r flwyddyn nesaf, ar yr union adeg pan mae’r galw am eu gwasanaethau’n cynyddu. Nid oes dim cyfiawnhad dros gwtogi ar y cymorth i’r sector ar yr adeg hon - yn wir, mae angen iddo gynyddu. ‘Nid yw aros a gweld yn opsiwn cyfrifol - ond bydd y mesurau a gynigir yma i gasglu data, rhagweld, a gweithredu, yn helpu’r sector i gyflawni ei gyfrifoldebau a gwneud ei gyfraniad i’r amser anodd sydd o’n blaenau.’

Mae’r argymhellion yn Y Trydydd Sector a’r Dirwasgiad yng Nghymru – Tuag at Gynllun Gweithredu yn cynnwys bod y Ganolfan Byd Gwaith yn gweithio gyda WCVA i dreialu cynllun lwfans cymunedol. Byddai hyn yn galluogi sefydliadau cymunedol i dalu i bobl am waith sy’n cryfhau eu cymuned heb iddo effeithio ar ddim o’u budd-daliadau. Dywed y papur bod prif effeithiau’r dirwasgiad ar y sector yn debygol o gynnwys galw cynyddol am wasanaethau rhai sefydliadau, dirywiad mewn incwm i lawer, a diddordeb cynyddol mewn gwasanaethau a sefydliadau cydfuddiannol a nid-er-elw.

Cyfrwng y mis – cyfrwng asesu effaith ar-lein
Cyfrwng y mis hwn yw cyfrwng ar-lein i asesu effaith gan NCVO sy’n rhoi trefn ar sbardunau allweddol a’u rhoi yn nhrefn eu blaenoriaeth. Cyfraddau ymateb i rafflau gwobrwyon ariannol wedi cynyddu
Mae’r cyfraddau ymateb i ymgyrchoedd gohebu uniongyrchol sy’n cynnig rafflau gwobrwyon ariannol wedi cynyddu 50 y cant yn y 12 mis diwethaf, yn ôl ffigurau oddi wrth y cwmni codi arian CSDM. Dywedir bod cyfran y cefnogwyr presennol a ymatebodd i ohebiaethau am raffl neu loteri fisol wedi cynyddu o 10 y cant yn Ionawr 2008 i 15 y cant yn Ionawr 2009. Dywedodd Chris Stoddard, prif weithredwr CSDM, fod gwobrwyon ariannol yn apelio llawer iawn ar hyn o bryd. ‘Mae’r wasgfa gredyd yn golygu bod gwobrwyon ariannol yn denu pobl,’ meddai. ‘Mae’r cymhelliant hwnnw’n cael llawer iawn o effaith.’

Cod y Sefydliad: Codi Arian dros y Ffôn
Mae un arall o Godau Ymarfer y Sefydliad, Codi Arian dros y Ffôn, wedi cael ei ddiweddaru’n ddiweddar gan y Pwyllgor Adolygiad Cyfreithiol. Caiff sefydliadau codi arian ffonio cefnogwyr am nifer o resymau gan gynnwys i ddiolch i roddwyr neu i recriwtio gwirfoddolwyr. Er hynny, mae Cod Ymarfer Codi Arian Dros y Ffôn yn cyfeirio’n benodol at alwadau a wneir i gael arian oddi wrth roddwyr oer a chynnes fel ei gilydd. Gall codi arian dros y ffôn fod yn ffordd effeithiol iawn o ennyn diddordeb rhoddwyr newydd neu uwchraddio cysylltiadau cynnes ond mae’n hanfodol y bodlonir yr arferion gorau a’r safonau cyfreithiol. Y Trysorlys yn cytuno i weithio ar system ‘dewis eithrio’ ar gyfer Cymorth Rhodd
Mae gan arweinwyr y sector gwirfoddol obeithion cynyddol y bydd y Trysorlys yn barod i newid Cymorth Rhodd o system ‘dewis ymuno’ yn system ‘dewis eithrio’. Byddai hyn yn golygu na fyddai’n rhaid i roddwyr mwyach ddatgan eu bod yn dalwyr treth a rhoi caniatâd i’r dreth yr oeddent wedi’i thalu ar eu rhoddion fynd i elusen. Yn hytrach, byddai elusennau’n cofnodi enwau a chyfeiriadau’r rhoddwyr ac yn anfon llythyr atynt yn esbonio y byddai’r dreth yn cael ei hawlio’n ôl gan yr elusen oni bai eu bod yn gwrthwynebu.

Cynyddodd yr optimistiaeth y gallai’r newid ddod i rym o 2010 ymlaen ar ôl cyfarfod yr wythnos diwethaf rhwng arweinwyr y sector a Stephen Timms, yr Ysgrifennydd Ariannol i’r Trysorlys. Cynhaliwyd y rhaglen yn dilyn cyhoeddi cynllun gweithredu’r trydydd sector yr wythnos diwethaf, cynllun a ymrwymai £42.5m i raglenni ar gyfer gwirfoddoli, moderneiddio a grantiau mewn ardaloedd difreintiedig.

Dan y cynllun, bydd Cyllid a Thollau EM yn cwblhau ei ymchwil ar Gymorth Rhodd a threthdalwyr y gyfradd uwch erbyn mis Medi. Gall trethdalwyr y gyfradd uwch hawlio’n ôl y gwahaniaeth rhwng y dreth safonol a’r dreth gyfradd uwch ar eu rhoddion. Os yw’r ymchwil yn dangos mai ychydig sy’n defnyddio’r rhyddhad treth hwn ac nad yw’n cymell pobl i roddi, byddai’n cryfhau’r ddadl dros roi’r gwahaniaeth i elusennau yn hytrach.

Cynnydd mewn benthyciadau gan fenthycwyr cymdeithasol
Cynyddodd y corff benthyca cymdeithasol Banc Triodos ei fenthyciadau i elusennau a mentrau cymdeithasol dros 25 y cant yn 2008. Dywedodd Triodos fod ceisiadau am fenthyciadau oddi wrth y trydydd sector wedi parhau i fod yn eithriadol o uchel ar ddechrau 2009.

Dywedodd Sue Cooper, arweinydd tîm bancio cymdeithasol Triodos, mai rhan o’r rheswm oedd oherwydd bod benthycwyr y stryd fawr yn amharod i fenthyg i’r trydydd sector. ‘Nid yw hwn yn amser hawdd i’r trydydd sector,’ meddai. ‘Mae rhoddion corfforaethol a rhoddion gan unigolion yn cwympo ac mae llawer o fanciau’n cymryd y safbwynt cwbl gyffredinol bod y sector yn rhy ariannol fregus i fenthyca iddo. Nid yw Triodos yn credu hynny. Credwn ni fod yna gyfleoedd ar gyfer twf allan yno o hyd.’ Dywedodd fod y cynnydd mewn ceisiadau am fenthyciadau’n dangos bod busnesau cymdeithasol yn optimistaidd o hyd am dwf. Roedd cyfleoedd yn arbennig ar gyfer twf yn y sector iechyd ac hefyd i sefydliadau sydd â diddordeb mewn prynu eiddo, ychwanegodd.

Bydd banciau 'yn croesawu mentrau cymdeithasol’
Mae’r cadeirydd bancio busnes yn y Royal Bank of Scotland wedi darogan y bydd mentrau cymdeithasol yn ei chael yn haws i gael benthyciadau banc. Dywedodd Peter Ibbetson wrth y cynadleddwyr yn y gynhadledd i fentrau cymdeithasol Voice09 ym Mirmingham y byddai banciau’n dod i ddeall mentrau cymdeithasol yn well dros y blynyddoedd nesaf, ac y byddai hynny’n gwneud cytundebau benthyca’n haws.

’Rwy’n meddwl y gwelwn newid yn y modd y mae banciau’n cefnogi mentrau cymdeithasol,’ meddai. ‘Rwy’n amau y bydd banciau’n gweld mwy o werth mewn cefnogi cymunedau.’ Dywedodd Ibbetson y credai mai proses raddol ac anodd fyddai helpu banciau i ddeall sut roedd y model mentrau cymdeithasol yn gweithio - ond ar ôl iddynt wneud hynny, y byddent yn dod yn fwy sympathetig tuag ato. ‘Bydd banciau’n benthyca arian i unrhyw fusnes y mae’n credu sy’n gynaliadwy,’ meddai. Os yw’r fenter gymdeithasol yn gynaliadwy, dylent fod yn barod i’w chefnogi.’

Cynllun newydd i roi hwb i fentrau cymdeithasol yng Nghymru
Mae’r Dirprwy Weinidog dros Adfywio wedi lansio cynllun newydd sydd â’r nod o gryfhau sector y mentrau cymdeithasol yng Nghymru. Mae’r Cynllun Gweithredu ar gyfer Mentrau Cymdeithasol yn datgan sut y bydd Llywodraeth Cynulliad Cymru yn gweithio gyda sefydliadau partner i hybu mentrau cymdeithasol yng Nghymru er mwyn creu sector a fydd yn cefnogi adfywio cymunedol ac economaidd ac yn creu swyddi lleol.

Mae’r cynllun yn cynnwys 20 o gamau gweithredu i helpu’r sector i ehangu, datblygu mentrau sy’n bodoli eisoes a helpu i roi mentrau cymdeithasol newydd ar ben ffordd. Bydd sefydliad newydd i hyrwyddo mentrau cymdeithasol a chyflawni rhannau allweddol o’r cynllun yn cael ei sefydlu. Bydd Clymblaid Mentrau Cymdeithasol Cymru’n cynnal ymgyrch cynyddu ymwybyddiaeth, yn recriwtio mentrau braenaru i helpu sefydliadau eraill i ddatblygu, i annog entrepreneuriaid cymdeithasol ifanc a chynnal cynadleddau ar fentrau cymdeithasol. Bydd y Glymblaid yn gweithio gyda Chanolfan Cydweithredol Cymru, sydd eisoes wedi llwyddo i sicrhau nawdd cydgyfeirio Ewropeaidd ynghyd ag arian cyfatebol gan Lywodraeth Cynulliad Cymru gwerth £7.1 miliwn ar gyfer y Prosiect Cefnogi Mentrau Cymdeithasol.

Bydd grwp newydd hefyd yn cael ei greu i gynghori Gweinidogion ynghylch mentrau cymdeithasol. Bydd y Grwp Cynghori Gweinidogion yn creu cyswllt uniongyrchol rhwng Gweinidogion ac arbenigwyr mentrau cymdeithasol. Gwneir penodiadau i’r grwp yn ddiweddarach yn y flwyddyn. Mae’r cynllun hefyd yn cynnwys datblygu Cronfa Trosglwyddo Asedau Cymunedol, sef cronfa werth £8 miliwn i helpu sefydliadau trydydd sector a mentrau cymdeithasol i gynnig gwasanaethau i’r gymuned.

Mae’r Fforwm Grantiau Lleol, sy’n bartneriaeth o sefydliadau cenedlaethol sy’n ymgyrchu i ddiogelu grantiau lleol i’r trydydd sector, wedi lansio arweiniad am ddim i helpu grwpiau gwirfoddol i gadw eu nawdd gan y sector cyhoeddus.

Bwriad Defending Local Grants yw rhoi cyngor i grwpiau lleol i’w helpu i gyd-drafod nawdd i gymunedau lleol gyda chynghorwyr, comisiynwyr a swyddogion caffael. Mae’r arweiniad yn rhoi dolenni cyswllt i ddogfennau sydd ar gael i’r cyhoedd a’r nod yw rhoi i grwpiau gwirfoddol wybodaeth am faterion megis sut y mae cyrff noddi’n gwneud penderfyniadau am nawdd.

Adroddiad newydd yn datgelu elusennau yng Nghymru
(I’w Ryddhau ar Unwaith - 28 Ionawr 2009)
Am y tro cyntaf, mae gwybodaeth am y sector elusennol yng Nghymru wedi cael ei dwyn ynghyd a’i dadansoddi i gynhyrchu trosolwg ar elusennau yng Nghymru. Caiff yr adroddiad A snapshot of charities in Wales, ei gyhoeddi heddiw gan y Comisiwn Elusennau, sef y corff rheoleiddio annibynnol ar gyfer gweithgaredd elusennol yng Nghymru a Lloegr.

Mae’r adroddiad newydd yn cynnwys amrediad o wybodaeth nas cyhoeddwyd o’r blaen ar weithgaredd elusennau yng Nghymru sydd wedi’u cofrestru gyda’r Comisiwn, gan gynnwys y canfyddiadau allweddol canlynol:

  • Ceir ychydig dros 9,000 o elusennau cofrestredig yng Nghymru;
  • Mae ganddynt incwm cyfun o ychydig o dan £1bn;
  • Mae ganddynt 41,839 o ymddiriedolwyr, ffigur cyfartalog o bump ym mhob elusen;
  • Mae 90% ohonynt yn cyflawni eu gwaith yng Nghymru yn unig;
  • Mae gan 13 o elusennau yng Nghymru incwm blynyddol o dros £10m;
  • Cofrestrir oddeutu 250 o elusennau newydd yng Nghymru bob blwyddyn;
  • Mae bron hanner (46%) yr elusennau’n darparu addysg a hyfforddiant fel rhan o’u gwaith.

Comisiwn Nawdd NCVO Newydd wedi’i lansio yn Lloegr
Bu i un ar ddeg o Gomisiynwyr Nawdd sydd â’r cyfrifoldeb o edrych ar nawdd y sector gwirfoddol a chymunedol i’r dyfodol yn Lloegr gyfarfod am y tro cyntaf a bydd yn adrodd yn ôl mewn blwyddyn. Cynhelir ymgynghoriad eang gyda’r sector a chaiff bawb gyfle i gyfrannu at gyfres o ddigwyddiadau rhanbarthol neu drwy wneud sylwadau ysgrifenedig.

Cadeirydd y Comisiwn Nawdd newydd yw Rachel Lomax, cyn-Ddirprwy Lywodraethwr Banc Lloegr ac meddai: ‘Mae’r Comisiwn Nawdd newydd yn amserol iawn. Ceir perygl gwirioneddol y bydd y dirwasgiad yn rhoi gwasgfa ddifrifol ar y sector gwirfoddol a’r gymdeithas sifil ehangach. Mae’r galw yn sicr o gynyddu wrth i noddi ddod yn anoddach. ‘Bydd y Comisiwn yn ymgynghori’n helaeth ar y modd y gall y sector gwirfoddol a chymunedol wynebu’r sialens hon, a symud tuag at ddyfodol tymor hwy mwy ariannol sicr.’

Aelodaeth a Lein Gymorth WCVA

Bob mis, mae dros 1,000 o fudiadau gwirfoddol yn elwa ar y wybodaeth, y newyddion, y wybodaeth ariannol a’r arbedion y byddant yn eu derbyn fel rhan o'r manteision o fod yn aelodau llawn o WCVA.

Mae aelodaeth lawn yn dechrau cyn rhated â £30 y flwyddyn, ac mae’n cynnwys: cylchgrawn i’r trydydd sector ddwywaith y mis, e-hysbys ar gyfer aelodau bob pythefnos, a chwiliadau grant personol. Mae aelodau hefyd yn gallu hawlio disgownt oddi ar hyfforddiant a chynadleddau WCVA, ac oddiar gynhyrchion a gwasanaethau a ddarperir gan ein partneriaid cynlluniau affinedd, yn cynnwys meddalwedd a chaledwedd cyfrifiaduron, telegyfathrebu, gwasanaethau cyfieithu, yswiriant, cynhyrchion corfforaethol a deunyddiau cyhoeddusrwydd.
